The International Assistance department is responsible for all Netherlands Red Cross international support for victims of disasters and conflicts and for vulnerable people exposed to hazards. One of the main programmes it implements is Partners for Resilience (PfR). This community resilience programme is implemented by five Netherlands-based humanitarian, development and environmental organisations, and their local partners in ten countries where PfR is active. This alliance is led by the Netherlands Red Cross. It works on strengthening community resilience through its Integrated Risk Management (IRM) approach, where Disaster Risk Reduction is complemented and strengthened by including the impact of Climate (Change) and Ecosystems on the vulnerability of communities. The programme, funded by and in partnership with the Netherlands Ministry of Foreign Affairs, and is globally one of the biggest of its kind. It focuses on the strengthening of partner organisations to argue for the application of IRM in policies, investments and practices, and on supporting them to do this through targeted dialogues with a myriad of stakeholders, from local to global level.

Position title: Global Coordinator Partners for Resilience
Duty station: The Hague
Time period: until June 2021
Preferred starting date: 1 October
Purpose of the position
The Global Coordinator oversees the implementation of the programme and coordinates the work of the various groups and functions at global, regional and country levels.
Position in the organization
The Global Coordinator is based with the Netherlands Red Cross and serves the alliance. It is carried out in collaboration with an assistant, supervised by the Global Coordinator. The function involves regular international travel.
Summary statement and responsibilities
The Global Coordinator is the linking pin in this programme. He/she will
- Oversee overall programme implementation:
· Ensure that the programme contributes to the PfR strategic aims
· Adhere to agreements within the alliance
· Support to the Steering Group
· Coordinate the Program Working Group of the Alliance
· Work in close coordination with the PfR country and regional leads, especially re. planning and reporting
· Liaise with and work closely with the global Capacity Strengthening coordinator and the global Humanitarian Diplomacy coordinator
· Ensure good financial oversight
· Identify opportunities and risks within the programme and ensure that the partner/s address/es them;
· Stimulate learning; and
· Promote effective collaboration between partners
Consolidate reports and ensure timely and accurate reporting to the Ministry and Alliance members
Where needed, support the development of new proposals for additional PfR funding
Represent the alliance in relevant forums and meetings, as requested by the Steering Group and/or Programme Working Group
Requirements/Qualifications
§ At least 5 years experience in the humanitarian and/or development sector, preferably in relation to Resilience/Disaster Risk Reduction
§ Extensive experience in Planning, Monitoring and Evaluation, preferably with (prior) engagement with Lobby & Advocacy
§ Very strong program management experience, preferably in a multi-organisation and multi-country consortium
§ Excellent written and verbal communication in Dutch and English.

§ Being able to create support and focus on the client
§ Cultural and organisational sensitivity
§ Skills to chair meetings efficiently, and to facilitate joint decision making
§ Good communication in French and/or Spanish is a plus
