The International Assistance Department is looking for a Project delegate who will be based in Gaza Strip, occupied Palestinian territories (oPt).

Rationale
The Netherlands Red Cross (NLRC) has been partnering with the Palestine Red Crescent Society (PRCS) since the 1990s in a successful cooperation that continues to grow. Considering the protracted humanitarian situation we aim at strengthening this partnership for long term engagement. This engage will be based on both PRCS and NLRC operational strategies. The main strategic objective for the NLRC is to support the development towards more resilient communities.
NLRC’s work in the occupied Palestinian territories (oPt) is implemented through bilateral cooperation with the PRCS. Activity projects are implemented under signed Memoranda of Understanding (MoU) and approved budgets.
The Palestinian context is one of a protracted conflict that straddles a developmental and humanitarian context. The economic and humanitarian situation has been deteriorating for many Palestinians in the occupied Palestinian territories. In recent years there have been three serious armed conflicts, violence is affecting communities in many areas.
The PRCS has an auxiliary role to the public authorities, and is a full member of the International Red Cross and Red Crescent Movement. As such, it endeavours to promote the health and social conditions of the population of the oPt. PRCS runs a number of hospitals and primary health care services throughout the oPt and in diaspora in addition to other programs; Psychosocial, rehabilitation, ability development, ambulance services, Disaster Management and Response, youth and volunteer support, International Humanitarian Law and organizational development. The strategic plan for PRCS 2014 – 2018, provide directions for all projects and capacity building activities of the NS. The contingency plans on public health in emergency provide direction for all emergency relief and response to either natural or manmade calamities.
Two projects are currently in development for which we seek a Project Delegate: 1. Improving access to quality health services that will contributes to resilience of vulnerable communities in Gaza Strip, to be implemented in 2016-2017. This is a follow-up of a project that was implemented from late 2013 and currently finalising. 2. Improving the resilience of young adults that live in conflict affected areas. The project focuses on livelihood improvement, and educational support, life skills and psychosocial support. Palestine Red Crescent is among the 5 national societies selected to implement the project. Both activities will be initiated early, pending donor approval.
Next to these projects the delegates is the liaison between the NLRC Hague HQ and the PRCS, the delegate will further be supporting the PRCS and NLRC in developing further projects that will assist communities in need.
Summary statement and responsibilities
Purpose of the position
The purpose of this position is to maintain and steer the processes that have been started with regards to previous “access to health” activities and move these to a next phase, and support the implementation of the young adults resilience activity. The project delegate is to support timely implementation and reporting, and monitor the quality of the aforementioned projects. Further the position is the liaison between the NLRC and the PRCS.
Duties and Responsibilities
Partnership/Policy
§ Complete the partnership milestones with the support of NLRC HQ and the Regional Program Coordinator;
§ Assist in drafting a partnership agreement with the PRCS and the Regional Programme Coordinator;
§ Ensure the partnership agreement is signed and the projects are aligned to identified priorities for support by NLRC;
§ Assist in periodic reviews and monitoring of achievements against the partnership agreement;
§ Upon request of PRCS participate in the humanitarian response in case of emergency, as well as advice NLRC on areas of support;
§ Upon request support the PRCS in programme development, planning and monitoring systems;
§ Assist the PRCS in rolling out Rapid Assessment using Mobile Phones (RAMP) as part of their assessment, monitoring and evaluation system.
Project management
· Ensure the use of adapted technologies and sustainable methods maximise the milestones achieved during the first phase of the access to health project implementation. In particular ensure qualitative health services in cooperation with MOH, as well as collaboration with other health partners;
· Support the implementation of the access to quality health services II according to approved work plan, log frame and budget;
· Assist in setting up the youth resilience project and monitor the implementation as stipulated in the proposal;
· Assure the elaboration, analysis and implementation of an adequate system of PCM including PMER system, both at operational and HQ level;
· Assist in strengthening the projects with other PRCS departments and RC actors to ensure maximum synergy, complementarity and coordination;
· Ensure the project design and implementation is done in line with NLRC and PRCS policy/strategy;
· Assist in overall management of the projects access to health and 3FM in terms of administrative and financial management, in close collaboration with the International and Projects departments of PRCS;
· Perform regular monitoring of activities and finances throughout the implementation of the project, and review narrative and financial reports prior to submission to NLRC HQ, and – upon request—provide technical assistance to PRCS in the drafting of the reports.
Further, in support of the project and future activities
· Represent NLRC in relevant related fora, meetings, conferences, workshops when and where required;
· Facilitate and maintain effective working relationships with representatives of the donor community, international agencies, the UN and MoFA in Ramallah;
· Familiarise with the context relevant to understand the role and strategy of PRCS, and advise PRCS and NLRC on possible future directions for their long term partnership.
Multilateral relationships
· Ensure effective working relationships with direct PRCS counterparts and leadership;
· Establish and ensure effective working relationships with the other colleagues, especially from ICRC, IFRC and other RC entities.
Security
· Follow strictly guidelines and guidance set by the NLRC / RPC
· Update on regular basis the Security Plan.
Position in the organisation
The Project Delegate will report hierarchically to Regional Program Coordinator for the Middle East and work according to the NLRC Standard Project Approach (SPA) with other relevant colleagues in the NLRC HQ
Requirements
· University (Masters) Degree or advanced degree;
· Advanced degree in Public Health and/or Social Sciences and/or related field, or an equivalent combination of education and experience is considered an advantage;
· Proven experience in longer-term programme design and management and its relevant tools (LFA);
· Proven experience in setting up partnerships and working with partners at national and sub-national levels;
· Proven experience in the transfer of capacities within a partnership framework, preferably within a setting of Red Cross and Red Crescent Societies;
· Experience with strategy development, strategic planning and its translation into concrete action;
· Proven experience in PCM, monitoring and evaluation;
· Experience on participatory planning and review techniques;
· Knowledge of finance, accounting, budgeting, and cost control procedures;
· Demonstrated orientation on results, process, and people;
· Excellent communication skills with strong interpersonal and coaching skills;
· High level of patience as well as cultural sensitivity;
· Fluency in written and spoken English; knowledge of Arabic is an advantage;
· Demonstrated understanding and knowledge of the Red Cross Red Crescent Movement is highly preferred;
· Understanding of and commitment to NLRC mission, values and programming approaches.
