1. Background and Justification
*Purpose of the Position
Support the country officer and Field Security Officer (FSO) in gathering information and analyzing the overall security situation in his/her place of assignment; and make appropriate recommendations. Act as WHO security focal point in the duty station; coordinate, monitor and initiate actions related to security management.
2. Job Description

To ensure that effective WHO country presence is established to implement WHO country cooperation strategies that are aligned with Member State’s health and development agendas, and harmonized with the United Nations country teams.

- Within the framework of WHO’s Security Management Structure. This position is under the direct supervision of Field Security Officer and overall technical direction regarding security policy and procedures is provided by the Regional Security Office (RSO).
- The incumbent plans steps and complete work independently. Considerable judgement is involved to determine appropriate methods for processing of the various security issues and adapting the established practices to the assigned work, ensuring applying rules and recommending alternatives.
- Difficult or exceptional assignments are evaluated by supervisor(s) upon completion of technical accuracy and compliance with related policy.
*Summary of Assigned Duties (Describe what the incumbent has to do to achieve main objectives; include main achievements expected)
The incumbent will perform the following duties:
In collaboration with UN Department of Safety & Security (UNDSS) in the area and FSO; evaluate and monitor the existing security measure for the safeguarding of the staff, visitors, WHO property and premises. Monitor adherence of UN Security Management System procedures and practice; identify gaps and recommend solutions and/or arrange for their improvement.
Review and monitor premises security and evacuation plan for the safeguarding of staff, provide briefing on any new security measures and instructions.
Support the operation and management of Warden System, including the conduct of exercises and administer the Emergency Communications System.
Participate in organizing and delivering security briefings and training course on security awareness and preparedness in his/her area and arrange security briefings for newly appointed staff and visitors.
Report security incidents ffecting WHO staff, office and assets and assist the FSO in investigations, preparation of security reports in a timely manner according to UNSMS guidelines.
Attends cell security meetings and other security-related activities of UN in his/her area.
Respond to staff security emergencies, provide general administrative assistance in the WHO security office and perform other security-related duties as required.
Establish and maintain effective relations, cooperation and liaison with local authorities and UN security cell members on issues of security.
Maintains required databases such as updated guidelines, measure, standard and policies, staff list, etc.
Timely initiate and finalize actions for security clearance for internal and external travel of staff and visitors.

Education Qualifications

Completion of secondary education supplemented by training in security management.
Desirable
University degree with focus on security management and/or business administration, international relations, social sciences or related field is an asset.

At least five years of relevant experience in security operations and management.
