The International Assistance department is responsible for all Netherlands Red Cross international support for victims of disasters and conflicts and for vulnerable people exposed to hazards.
The International Assistance department has opened a vacancy for a logistics delegate to strengthen the team in Sint Maarten, working on the hurricane Irma recovery programme.

Purpose of the position
The Logistics Delegate will support of various projects in terms of procurement and other logistical procedures, as well as build the capacity of the local logistics officer.
Background
Following the devastating impacts of category 5 hurricane IRMA on the 6th of September 2017, NLRC started to organise relief efforts, focusing on food and water distribution, as well as other distribution of non-food items such as tarpaulins and jerrycans to support vulnerable people with basic needs.
NLRC is currently in the transition to early recovery and longer term programmes on Sint Maarten. The focus of the programming is based on three pillars: shelter and sheltering, economic security, and disaster risk reduction / disaster preparedness. According to the NLRC strategy, the recovery programme will focus on increasing the resilience of beneficiaries, and focus on building back better to avoid or reduce future disaster impacts. This approach takes into account the adaptation to climate change and climate variability. Increased resilience focuses on the building blocks of increased capacity to anticipate, adapt, respond and transform.
To support the implementation of various projects there is currently logistical support organized through the SwissRC as well as a local logistics officer. There remain a number of logistical challenges as a result of which it was decided to contract a mid-term logistical delegate to support and build local capacity, train the local officer to NLRC logistics procedures, and provide continued support for the various projects.

The Logistics Delegate reports to the Head of Mission in Sint Maarten
Summary statement and responsibilities
The Logistics Delegate would support the implementation of projects on Sint Maarten, assist the branch where necessary and provide capacity building for the local logistics staff. The current logistics team consists of a delegate from SwissRC, who will end her short term deployment in mid-April, and one local logistics officer.
Main responsibilities include:
Day to day support of current and future projects, on procurement and other logistical issues.
Support the logistical needs of the programme overall.
Capacity building of logistics capacities of the local branch – which is part of the NLRC – including introducing NLRC international logistics procedures and training of local logistics officer.
Responsible for maintaining proper fleet management and warehouse management together with local logistics officer.
Evaluate, develop and improve on logistics components within the projects, the programme overall, and the branch.
Support project delegates with liaising with nominated suppliers and other relevant stakeholders to ensure agreements are in place and are met, and procedures are followed.
Clearly document procurement and selection processes for reporting and accountability purposes.
Provide input for project specific, and programme overall, reports.
Timely communicate challenges and constraints to Head of Mission and HQ.
Requirements/Qualifications
Higher education in relevant field
A minimum of 5 years' experience as a logistics delegate in a humanitarian/recovery context
Experience working for the Red Cross/Red Crescent is an advantage, especially knowledge or experience in disaster relief, RC operating environment, recovery or development work
Key competencies
Strong all-round logistics skills, incl. procurement, warehouse management, fleet management.
Ability and proven experience in transferring knowledge and skills through formal and informal training/capacity building of staff
Teamwork; ability to manage and motivate a local counterpart
Self-motivated, with good judgment and initiative, and the ability to work with and manage others.
Ability to evaluate and improve on logistic processes, embedding the necessary policies and processes within a local organization
Inter-personal skills and cultural sensitivity
Organizational sensitivity
Self-supporting in computers (Windows, spreadsheets, word processing)
Valid international driving license
Fluent spoken and written English; Dutch preferred
Strong commitment to the Fundamental Principles of the Movement and the ability to model those Principles in relationships with colleagues and partners and translate them to development practice.
