Philippines: Health Emergency Officer (Health Cluster Coordination and Readiness) - Regional Office for the Western Pacific

OBJECTIVES OF THE PROGRAMME

The mission of WHE is to build the capacity of Member States to manage health emergency risks, when national capacities are overwhelmed, to lead and coordinate the international health response to contain outbreaks and to provide effective relief and recovery to affected populations.

WHE brings together and enhances WHO's operational, technical and normative capacity in outbreaks, emergencies and risk analysis to address all health hazards across the risk management cycle in a predictable, capable, dependable, adaptable and accountable manner. It is designed to operate within the broader humanitarian and emergency management architecture in support of people at risk of, or affected by, outbreaks and emergencies, consistent with ways that strengthen local and national capabilities.

The Emergency Operations (EMO) programme area of WHE is responsible for ensuring that emergency-affected populations have access to timely and effective health services. This includes ensuring a strong emergency management system (based on IMS), effective and inclusive coordination mechanisms, joint assessments and planning by partners, implementation of operations and services according to agreed standards, and strong logistics and operational support. The expansion and strengthening of operational partnerships is a key priority. EMO also leads on humanitarian policy and guidance, as well as representation to key interagency bodies.

DESCRIPTION OF DUTIES

Within the framework of the delegated authority, the incumbent is assigned all or part of the following responsibilities:

Operational Readiness of WHO Regional Office and Country Offices in the Western Pacific

  1. Review the current status of operational readiness of the Regional Office and country offices using the readiness checklist and report the readiness status on a dashboard.

  2. Provide technical support in gathering pre-event risk information in preparation for an event.

  3. Provide technical assistance in drafting and/or revising general emergency response plans and hazard specific response/contingency plans based on risk assessment.

  4. Conduct Regional Office and country office trainings on IMS and ERF for WHO staff.

  5. Test readiness of emergency operations systems through exercises and drills.

  6. Develop a "one-stop shop" of resources on a website and mobile application - consolidate and make available all operational procedures, templates and tools and technical resources for use at the Regional Office and country offices (e.g. "toolkit") .

  7. Provide ongoing technical support for operational readiness and DRM.

Health Cluster and Partner Coordination and Humanitarian Policy

  1. Conduct a review of coordination mechanisms in the Western Pacific Region to identify appropriate flexible coordination mechanisms for the Region (both regional and country level partner coordination platforms).

  2. Attend and facilitate global trainings on Health Cluster Coordination (HCC).

  3. Strengthen HCC systems (e.g. identification and timely deployment of quality HCC).

  4. Provide ongoing technical support on HCC at country level.

  5. Provide technical support to WHE to develop technical guidance and tools particularly for humanitarian policy and gather and keep the regional and country offices updated on the existing and latest humanitarian policy and strategies under the IASC.

Disaster Risk Management for Health

  1. Conduct a review of the Western Pacific Regional Framework for Action for Disaster Risk Management for Health.

  2. Identify the approach for Safe and “Smart” Hospitals in the Pacific island countries and areas with the WHO Pacific Technical Support and Pan American Health Organization including conducting a baseline of Safe Hospitals in the Region and consider the integration of infections hazards in the framework.

  3. Participate in regional and global platforms on DRM for health, such as the follow-up to Sendai and the UNISDR/Health platforms.

  4. Support CO and Member States to strengthen DRM for health in line with regional frameworks and consistent with health system strengthening and UHC programmes.

Other duties

  1. Upon request, provide technical and managerial support, backstopping and gap-filling for emergency activities at any level of the Organization or scale of emergency; and

  2. Perform other related duties as required.

REQUIRED QUALIFICATIONS

Education

Essential: Master's level university degree in public health, medicine or international health or related field from a recognized university.

Desirable: Specialized training in emergency management, international aid, humanitarian principles, health system resilience, or health cluster coordination.

Experience

Essential: Minimum seven years of relevant experience, at national and international level, in developing and promoting collaborative partnerships in emergency and humanitarian relief operations, including experience in managing and coordinating health programmes in chronic and acute, sudden-onset emergencies.

Desirable: Relevant work experience in WHO, other UN agencies, relevant nongovernmental or humanitarian organizations.

Skills

-Demonstrated knowledge of the rapid response operations and their implementation in emergencies as related to public health, complemented by demonstrated ability to identify and manage difficult situations, to lead and direct multidisciplinary and multinational staff.

-In-depth knowledge of emergency relief policies and practices within the UN, other UN specialized agencies, donor agencies, national and international non-governmental organizations (NGOs).

-Sound knowledge and experience about disaster prevention and preparedness programmes and the Incident management system.

-Excellent negotiation skills and ability to convene stakeholders and facilitate a policy process among UN, NGOs, national health authorities and donors.

-Courtesy, tact and ability to work harmoniously as a member of a team, adapt to diverse cultural and educational backgrounds and maintain a high standard of personal conduct.

-Ability to multitask successfully in a highly-pressurized environment.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 71,332 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2312 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children
