PURPOSE OF THE CONSULTANCY
The Program Criticality (PC) work ensures guidance to UN country teams on program criticality, provide guidance, capacity building and ensure implementation of PC Steering Group decisions and action points.
WHO is co-chair of the inter-agency work on Program Criticality at Principal level (Steering Group) and technical level (Program Criticality Coordination Team).
Under overall supervision by and close collaboration with the WHO Focal Point for Program Criticality, the consultant will support WHO’s Program Criticality work as PC co-chair and the inter-agency Program Criticality Coordination Team. The consultant will work with relevant entities inside and outside the organization. to achieve the specific work objectives detailed below.
ORGANIZATIONAL CONTEXT
The mission of WHO’s Health Emergencies Programme (WHE) is to help countries, and to coordinate international action, to prevent, prepare for, detect, rapidly respond to, and recover from outbreaks and emergencies.
The Emergency Operations Department (EMO) of the Health Emergencies Programme is responsible for ensuring that emergency-affected populations have access to timely and effective health services. This includes ensuring a strong emergency management system (based on incident management), effective and inclusive coordination mechanisms, joint assessments and planning by partners, implementation of operations and services according to agreed standards, and strong logistics and operational support.
The consultancy will be reporting to the Fragile, Conflict affected and Vulnerable Context emergency response Unit (FCV) in the Emergency Operations Department (EMO).
DETAILED TASKS
Output 1: Contribute to ensuring WHO’s presence on Programme Criticality Coordination Team PCCT (PCCT) meetings and teleconferences
Output 2: Ensure WHO’s presence and participation in inter-agency PC training facilitation in support of the PC Secretariat hosted by UNFPA and in collaboration with the second co-chair (UNFPA)
Output 3: Undertake Program Criticality Assessment (PCA) missions as required
Output 4: Provide PC support and guidance to PC Secretariat and UN country teams, Resident Coordinators and Humanitarian Coordinators in close collaboration with PC co-chair UNFPA, keeping an overview over PC needs worldwide
Output 5: Ensure WHO communications on PC work to internal stakeholders, ensure WHO network of trained PC facilitators is regularly updated and kept in the picture
Output 6: Organize PC information sessions, webinars, training for WHO (WHO Country Representatives, operations managers, Incident managers, etc)
SPECIFIC REQUIREMENT
- Qualifications required:
University degree in Public Health, Business or Public administration, Humanitarian response or Social science or related fields, Program Criticality training is essential; Additional Program Criticality Lead training is desirable
- Experience required:
Essential: At least 7 years demonstrated experience with emergency response operations, emergency response program management, public health response in emergency settings, previous PC missions
Desirable: Experience with WHO, UN Agencies or NGOs and or good understanding of the inter-agency collaboration.
- Skills / Technical skills and knowledge:
Good analytical and writing skills, knowledge of data management software and tools.
Working language: English Required. French Desirable
Other: The Consultant is expected to travel to undertake Program Criticality Assessment missions, training and as required according to an agreed schedule with the WHO PC FP, Secretariat and second co-chair(at least three missions)
