Title: National Consultant - Malaria

Duty Station: 4 positions for the following duty stations:

* Banten Province, Lebak &, Pandegelang District, Sukabumi District, West Java Province;

* West Java Province, Pangandaran, Garut, Tasikmalaya Districts;

* Yogyakarta Province, Banjarnegara, & Kulon Progo Districts;

*Central Java, Purworejo District

Grade: Level C.I - SSA; (Technical function)
Organizational Location: WHO Country Office – Indonesia, Jakarta
Contract type: Special Service Agreement (SSA)
Duration: 12 (twelve) months with possibility for extension
Annual salary: In accordance with WHO Salary Scale for SSA (technical function at level C.I – IDR 16,443,917. - per month)

OBJECTIVES OF THE PROGRAMME:

To provide technical support to the National Malaria Control Programme, the Indonesian Ministry of Health, to facilitate scaling up the malaria elimination strategy in persistent malaria foci preparing regional verification at Java Island, Indonesia.

SUMMARY OF ASSIGNED DUTIES:

In close collaboration and coordination with National Malaria Control Programme, Sub- Directorate of Malaria, Ministry of Health - RI, BBTKL Yogyakarta, BBTKL Jakarta, PHOs at Java Island, DHOs Lebak, Pandeglang, Sukabumi, Garut, Tasikmalaya, Pangandaran, Purworejo, Kulon Progo, Banjarnegara, and other partners as well as under the overall supervision of the WHO Representative to Indonesia and day-to-day supervision and general guidance of Technical Officer of Malaria Programme, WHO Country Office – Indonesia, the incumbents will provide provides support and deliver technical assistance to ensure high quality malaria elimination program and build capacity of local authorities in planning, implementing activities, monitoring and evaluation at 9 districts and 4 provinces in achieving regional verification on malaria elimination by 2023; by performing the following specific duties:

  1. To facilitate cross border collaboration coordination meeting, planning, budgeting, and developing timeframe of activities at health facilities, district and provincial level.2. To provide technical guidance and build capacity of malaria officers, surveillance officers, and microscopists on malaria surveillance policies for areas toward elimination and maintenance phases.

    • Implementation 1-2-5 policy.
    • Implementation recording and reporting using e-SISMAL.
    • Implementation case and foci mapping.
    • Implementation of migration surveillance system.
  2. To provide technical guidance to health staff for implementation of early diagnosis and radical treatment, and quality assurance of malaria diagnosis.

  3. To provide technical support in implementation of activities funded by MoH, APBN, APBD, and other donors.

  4. To provide technical support on documenting all activities and archiving the supporting documents for verification process at 2023.

  5. To develop monthly progress report and update analysis situation by end of 2018.

  6. Perform any other duties as assigned by WR and Technical Officer (TO) MAL and VBDC.

Expected Outcome:

· High quality micro plan at district and health center (including maps, high risk areas, high risk population, budget, timeframe identified).

· Training and coordination meeting conducted effectively.

· Provincial and district collaboration plan.

· High quality e-SISMAL report.

Expected Output:

A. Monthly Report

  1. Monthly malaria report using standard indicators for elimination and maintenance phases.
  2. Report of malaria activities conducted in the respective month (included number of participants, budget expenditures, results of activities, and follow up action plan).
  3. Picture of activities with consents (written or video consents).

B. Progress Report

  1. Malaria report using standard indicators for elimination and maintenance phases.
  2. Malaria activities conducted (included number of participants, budget expenditures, results of activities, and follow up action plan).
  3. Interim malaria situation analysis using data as of June 2019, and comparison with the same period from previous years.
  4. Picture of activities with consents (written or video consents).

C. Final Report

  1. Epidemiology analysis situation covers for whole 2019 data, and trend comparison with previous years.
  2. Malaria situation using indicators at WHO assessment tool for certification at least 5 to 10 years.
  3. Coverage report of interventions: diagnosis, treatment, vector control.
  4. Micro-plan documents from health centers and districts for 2020 activities.
  5. Cross border collaboration planning documents for 2020 activities if necessary.
  6. Picture of activities with consents (written or video consents)

EDUCATIONAL QUALIFICATIONS, EXPERIENCE, ETC.

Functional Knowledge and Skills:

  • Ability to deliver public health training, using techniques of mentoring and on-the-job training.
  • Management/supervision of malaria program at the health facilities, district and province level.
  • Very good knowledge and competence in the relevant disease/health programme.
  • Ability to get along with national authorities and other international organization.
  • Good organization and managerial skills.

Education Qualifications:

Essential: A degree in Medicine or a relevant health subject from a recognized institution

Desirable: Advanced degree in public health from a recognized institution.

Experience:

Essential: At least five years' experience in health program implementation with a focus on communicable disease control

Desirable: Experience in Malaria surveillance or elimination activities

Languages: Excellent knowledge of written and spoken English and Bahasa Indonesia

Other Skills (e.g. IT): Work is performed in normal working environment; Computer literacy: Extensive computer skills and proficient in the use of Microsoft Office applications
