Title: National Consultant - Leprosy

Contract type: Special Service Agreement (SSA)

Duration: 12 (Twelve) months

Annual salary: In accordance with WHO Salary Scale for SSA (Technical function at level C.I – IDR 16,443,917 per month)

OBJECTIVES OF THE PROGRAMME:

To provide technical support to the Ministry of Health on Neglected Tropical Diseases/Leprosy & Yaws programme to monitor the implementation of National Road Map on Leprosy Elimination and Yaws Eradication Programme and accelerate the achievement of the time-bound road map targets.

SUMMARY OF ASSIGNED DUTIES: In close collaboration and coordination with the Sub-Directorate of Direct Transmitted Tropical Diseases (Leprosy and Yaws), Ministry of Health - RI, and other partners as well as under the overall supervision of the WHO Representative to Indonesia and day-to-day supervision and general guidance of Technical Officer of NTD Programme, WHO Country Office – Indonesia, the incumbents will provide provides support and deliver technical assistance on monitoring and evaluation of the implementation of National Road Map on Leprosy Elimination and accelerate the achievement of time bound road map 9 targets; by performing the following specific duties:

  1. Data-driven and results-based management
    • Participate in regular data-driven situational analyses, including epidemiological status of leprosy.
    • Monitor results at national, provincial, district, and lower level in terms of programme coverage and quality of key intervention to eliminate leprosy as describe in the current national road map.

  2. Upstream activities
    • Provide specific technical expertise to the Ministry of Health/National Leprosy & Yaws Programme on related issues, policies, and strategies including advocacy to all related stakeholders at province and district level as appropriate and as defined by supervisors.
    • Support relevant government counterparts in evidence-based planning, implementation, and monitoring of key leprosy interventions
    • Work closely with province and districts authorities to ensure that the best practices modelled in leprosy free districts are replicated in other high-burden areas with similar environmental situation.
    • Support capacity building and advocacy efforts at province and districts levels and ensure a high level of awareness and understanding of key stakeholders on leprosy elimination programme.

  3. Downstream activities
    • Contribute to WHO country office's readiness to deliver leprosy-specific result in the work plan.
    • Perform any other tasks pertaining to the National Programme as required by the WHO Representative to Indonesia and/or the Technical Officer for NTDs.

  4. Monitoring, evaluation, and reporting
    • Conduct regular field visits to monitor Leprosy related programme or activities at district and village level and participate in periodic programme reviews with national counterpart (MOH) and other partners.

  5. Knowledge management
    • Document results of programme implementation, evaluation, and lesson learned as appropriate.
    • Package existing and new evidence for capacity building and advocacy purposes as appropriate

Expected Result and Reporting

• Collaborate with technical colleagues at central level to ensure timely, efficient, rigorous, and transparent monitoring, evaluation, and reporting on leprosy elimination programme.

• Contribute to the preparation of relevant sections on the annual WHO report and Country MDT request form.

• In collaboration with NTDs Programme in WHO Country Office and Government Authorities, to maintain sound internal controls, supportive of specific leprosy interventions as well as to ensure accountability.

• The incumbent should also complete and submit transparent and timely achievement report in the end of the contract period to WHO Country Office.

Functional Knowledge and Skills:**

Sound understanding of public health principles of NTD control programme, provides quality technical input while demonstrating problem-solving, analytical and negotiation abilities.

Excellent inter-personal and communication skills and ability to develop, lead, handle work in a timely and accurate manner, and motivate counterparts in the collaborative efforts to address NTDs as required.

**
Education Qualifications:**

Essential: A first level degree in Medicine or Medical Sciences

Desirable: Advanced degree in Public Health or Medical sciences. Training in public health and/or on leprosy and yaws

**
Experience:**

Essential: 5 (five) years of professional work experience in the field of public health

Desirable:

• 1-3 years of work experience on Neglected Tropical Diseases control area.
• Familiarity with government planning, budgeting, and administrative regulations.
• Having a good understanding on the National Road Map of Leprosy Elimination would be an asset.
• Experiences working in the UN or other international development organization and field work experiences would be an asset.

Expert knowledge of written and spoken English and Bahasa Indonesia

Work is performed in normal working environment; Computer literacy: Extensive computer skills and proficient in the use of Microsoft Office applications
