The International Assistance department is responsible for all Netherlands Red Cross international support for victims of disasters and conflicts and for vulnerable people exposed to hazards.
Lebanon is one of the programmatic partnership countries of The Netherlands Red Cross. To strengthen the Lebanon team, the International Assistance department is currently looking for a Project Management Delegate.

1.Context
Lebanon is since long facing challenges, mainly as a result of protracted instability. It is occasionally affected by armed conflict, internally as well as through regional and neighboring developments that impact on its territory. It is also prone to natural disasters, such as earthquakes, storms, flooding, and shortages of water. Lebanon hosts since decennia a substantial number of Palestinian refugees, and since 2011 may refugees from Syria. This contributes to risks and challenges for the refugees as well as the host communities.
The Lebanese Red Cross (LRCS) caters for the needs of vulnerable populations in Lebanon, while the branch of the Palestine Red Crescent in Lebanon (PRCS/L) provides assistance to, primarily but not solely, the Palestinian refugee population. The Lebanese Red Cross is foremost focusing on the following support to civilians and refugees from Syria:
Country-wide ambulance services through its Emergency Medical Services;
Collection and provision of blood units through its blood banks;
Medical services through medical social centers and mobile medical units;
Provision of disaster relief, emergency WASH and psychosocial support through its Disaster Management Unit.
The PRCS/L (Headquarters in Ramallah) is mainly focusing on (secondary) health services to Palestinian and Syrian refugees and other vulnerable people in and around the Palestinian camps in Lebanon.
The Netherlands Red Cross has been active in Lebanon since 1985. It currently supports the LRCS with relief assistance to refugees from Syria and other vulnerable groups, ambulance services and the blood banks. In addition, NLRC supports the LRCS to strengthen its capacities and coordination initiatives within the Red Cross Red Crescent Movement. The NLRC has supported PRCS/L in strengthening health information systems, improving the quality of medical services, providing medical supplies and equipment, and covering medical support to patients who would otherwise have no access to medical support. Both the Lebanese Red Cross as well as the Palestine Red Crescent are long-term partners of the NLRC.
2.Purpose of the position
The Netherlands Red Cross (NLRC) is currently supporting the implementation of two large programmes in Lebanon, namely the EU funded Madad programme and the Response Preparedness II programme (RPII), which is funded by the Dutch Ministry of Foreign affairs.
NLRC holds the role of Country Lead for the implementation of the Madad programme in Lebanon with Lebanese Red Cross (LRCS) and its supporting partners (Danish Red Cross, German Red Cross, Spanish Red Cross and Swiss Red Cross) and the Palestine Red Crescent/Lebanon branch (PRCS/L) with its supporting partner (Swedish Red Cross). The project management delegate is responsible for coordinating the project activities of the partners in Lebanon and for the delivery of consolidated reports towards the Danish Red Cross, who acts as overall Consortium Lead.
The RPII programme focuses on strengthening the institutional preparedness of both LRCS and PRCS/L through activities like contingency planning, simulations, development of Standard Operating Procedures, Pre-Disaster Agreements, warehousing (including prepositioning emergency supplies), communications, ensuring presence and capacity building of Disaster Management and Emergency Medical staff, and National Disaster Response Teams.
Background Madad programme
With support from the EU Madad Trust Fund, the Red Cross and Red Crescent movement with Danish Red Cross as the regional grant holder is implementing a programme in support of vulnerable refugees and host communities in five neighbouring countries affected by the Syria crisis (Turkey, Lebanon, Jordan, Iraq and Egypt). Due to the size of the programme and for coordination purposes it was decided to assign a lead partner for each country. As we have a long term presence in the country and a strong partnership with the Lebanese Red Cross (LRCS) and Palestine Red Crescent (PRCS), NLRC volunteered to be country lead for Lebanon.
Objectives of the Madad programme
1) Refugees from Syria and host communities are more self-reliant and resilient to prevalent risks and local conflicts;
2) Refugees from Syria and host communities have improved health and psychosocial well-being;
3) Red Cross and Red Crescent Host National Societies in the region have strengthened their capacity and enhanced their ability to reach out to the most vulnerable groups within refugee and host communities.
Background RPII programme
During the 31st International Conference of the Red Cross and Red Crescent in 2011 the Netherlands government and NLRC agreed to support other National Societies to provide more effective emergency response. This resulted in a Response Preparedness (RP) programme, implemented from 2012 till 2016 in several countries, including Lebanon, funded by the Dutch Ministry of Foreign Affairs (MoFA). In September 2016 the current RPII programme started.
3.Summary statement and responsibilities
Both programmes are well underway and the main task of the project management delegate will be to coordinate, monitor and support the implementation and evaluation of the project activities towards the end of both projects in 2020.
Specific tasks and responsibilities:
Work closely together with LRCS and PRCS/L and the other Red Cross Red Crescent partners involved in the programmes, supporting the implementation and evaluation of the project activities in line with the project documents and donor regulations;
Monitor that all project outputs are achieved according to the established timeframe, budget and Plan of Action;
Ensure co-ordination and co-operation between relevant stakeholders within and outside the RCRC Movement;
Assist LRCS and PRCS/L in producing regular, quality and timely financial and narrative reports for NLRC and the donors;
Provide regular information and timely reports to the Danish Red Cross as overall lead of the Madad Programme and to the RPII Programme Manager at NLRC Headquarters (The Hague, The Netherlands);
Be familiar with - and be able to represent the programmes and the NLRC towards donors and other stakeholders at (regional) meetings and in other relevant fora.
Position in the organisation
The project management delegate will report to the NLRC Country Representative in Lebanon. He/she will liaise with other colleagues in the NLRC team in Lebanon and at NLRC Headquarters in The Hague for regular information exchange and technical support towards LRCS and PRCS/L, among others with the RPII technical advisor and Programme manager.
Requirements/Qualifications
- Master’s Degree;
- Minimum of 5 years’ experience within the Red Cross Red Crescent Movement of which 3 years in the field;
- Experience in result based project management, including monitoring, evaluation and reporting;
- Demonstrated success in (financial) planning and budgeting;
- Experience in managing, coaching and supporting staff;
- Experience in working with partners at national and sub-national levels, preferably on multi-sectoral projects;
- Experience in and knowledge of Disaster Management, specifically response and preparedness, is an advantage;
- Able to work in a politically complex and challenging environment, security awareness;
- Knowledge of and working experience in the Middle East is an advantage;
- Fluency in English, Arabic would be an advantage.
