The International Assistance department is responsible for all NLRC international support for victims of disasters and conflicts and for vulnerable people exposed to hazards.
The International Department is amongst other responsible for supporting the Zambia Red Cross Society in Zambia.
To strengthen the Zambia Red Cross Society (ZRCS), the department is looking for a Project Delegate.

Rationale
The Netherlands Red Cross (NLRC) has a long-term partnership with the Zambian Red Cross (ZRCS). The aim of this partnership is, among others, to contribute to effective and sustainable programme service delivery by the ZRCS through its branches to communities and beneficiaries which will ultimately lead to strengthened community resilience.
NLRC supports several programmes in Zambia: a ‘mother and child health’ programme and a programme focusing on reducing child mortality caused by diarrhoea (2 projects combined).
Summary statement and responsibilities
The Project Delegate will provide technical assistance and quality assurance to ZRCS. The assistance relates to facilitating the successful implementation and support to overall project management of the projects supported by the NLRC. He/she will be responsible for the projects supported by the NLRC, in close collaboration with the NLRC Country Representative based in Lusaka.
The position will require communication with ZRCS, as well as local and international stakeholders and partners.
The Project Delegate will facilitate continuous learning through collection and dissemination of lessons learnt and best practice, and development and delivery of relevant training and mentoring to the ZRCS.
Position in the organization
Under the overall supervision of the NLRC Country Representative, the Project Delegate will support the ZRCS project staff throughout the full project cycle. He/she will be responsible for ensuring best practices, incorporation of lessons learnt from the midterm reviews, through provision of ongoing technical advice to ZRCS and implementing capacity building initiatives within the project staff members.
Key Responsibilities
Project Management:
Ensure planning, reporting and monitoring, throughout the project cycle, according to NLRC and IFRC procedures and the MOUs signed.
Support ZRCS to ensure consistent application of guidelines and formats for administrative, financial, logistic and accounting -internal and donor- procedures.
Review project progress, together with ZRCS, ensuring the tracking of project progress against targets, and reviewing quarterly program reports and financial reports with senior management.
Provide accurate and up to date information to the NLRC country representative and NLRC HQ regarding progress and deadlines.
Support the coordination of program reviews, including internal and external evaluations and donor field visits.
Follow and facilitate continuous learning from past project experiences and new developments together with ZRCS.
Provide guidance, management and capacity building of ZRCS national staff involved in the project (both related to overall project management, eg financial management, as well as purely technical.
Generate and share ideas with ZRCS for future projects, collaborating in the identification of needs, project ideas and development project proposals.
General Duties
Work towards the achievement of ZRCS and NLRC goals in Zambia through effective managerial and lateral relations and teamwork.
Support a well-coordinated and complementary Movement approach.
Represent the NLRC where necessary.
Ensure understanding of communication channels, roles, responsibilities, lateral relationships and accountabilities.
Perform other work related duties and responsibilities as may be assigned by the supervisor.
To uphold the Fundamental Principles of the Red Cross Red Crescent Movement and comply with the Code of Conduct and policies.
Requirements/Qualifications
University degree International Development or similar professional qualification in International Development or related field.
Five or more years related project management experience at a senior level in an international context including at least three years in developing country contexts.
Minimum three years of experience managing Water, Sanitation and Hygiene Promotion (WASH) programmes in an international context.
Working experience in Africa.
Strong leadership, team building, negotiating, influencing and relationship building skills.
Experience with the Red Cross/Red Cresent Movement would be an asset.
Adequate written and verbal communication skills in English.
Experience working as part of a multicultural team.
