FUNDING REQUEST FOR CROSS-CUTTING HEALTH AND COMMUNITY SYSTEM TECHNICAL ASSISTANCE

Introduction

Kenya will be submitting a joint TB/HIV and Resilient and Sustainable Systems for Health (RSSH) funding request under the Modular Framework as per the allocation letter dated 16th December 2019. The funding request is due for submission on 31st August 2020.

Within the next funding period, countries will be expected: to examine the program quality and the efficiency of programs; to adopt quality improvements to enhance service delivery and impact and to achieve this by using robust health data.

It is critical that countries invest in cross-cutting RSSH to improve health outcomes. As outlined in the Global Fund strategy ‘Investing to End Epidemics’, there are seven sub-objectives under RSSH, namely:

  1. Strengthening community responses and systems.
  2. Supporting reproductive, women’s, children’s, and adolescent health platforms for integrated service delivery and better epidemic control.
  3. Strengthening procurement and supply chain systems by leveraging critical investments in human resources for health.
  4. Strengthening data systems for health and countries’ capacities for data analysis and use.
  5. Strengthening and aligning to robust national health strategies and national disease-specific strategic plans.
  6. Strengthening financial management and oversight.

In the 2020-2022 allocation period, the budgeted investment related to cross-cutting resilient and sustainable systems for health interventions is estimated at 10% & 15% of the grant application of USD 415 million. As RSSH is among the four strategic objectives of the Global Fund Strategy, strong investments in RSSH in this funding cycle is expected.

Requests for RSSH must be primarily focused on improving overall program outcomes for key and vulnerable populations in two or more of the diseases and should be targeted to support scale-up, efficiency, and alignment of interventions with current domestic and international investments.

The process should be an all-inclusive, transparent, multi-stakeholder approaches and guided by the joint TB/HIV/Malaria ICC and the KCM.

Objective

The overall objective of the assignment is to provide technical assistance to the writing committee to develop the cross-cutting RSSH component of the application to the Global Fund.

Areas where Technical Assistance (TA) is required:

  1. Conducting performance assessments for the HIV, Malaria and TB supportive health systems, the community health system and gap analysis to delineate impactful system constraints which prevent the achievement of outcomes and progress across the 3 diseases’ prevention and control, thorough overview of the National Strategic Plans, global and national reports, surveys and other documents for identification of explicit HIV, TB, malaria objectives that can be identified for cross-cutting RSSH interventions.

  2. Mapping of national and donor-supported RSSH investments, programs, and interventions to ensure that there is no duplication.

  3. Facilitate dialogue among the MOH teams and in-country partners working in the different modules, and the identification of priority investments across all disease areas to be included in the cross-cutting RSSH module application, utilizing guiding principles in the Global Fund guidance documents, including but not limited to laboratory network strengthening to make quality diagnostics available in primary care, and to facilitate incorporation of applicable interventions for reproductive, maternal, neonatal, child and adolescent health (RMNCAH) within the context of HIV, Malaria, and TB.

  4. Review the proposed priorities and ensuring that they meet the criteria outlined in the GF Allocation letter, and specifically that these should be cross-cutting, resilient and sustainable and reflect consensus across the MoH teams and in-country partners, thus leading to the development of a coherent and well-aligned set of GF proposals that maximize efficiency, sustainability, and impact.

  5. Facilitate planning and participate in the writing workshops convened by the HIV, Malaria and TB country teams and in-country partners through appropriate channels (face to face/virtual, etc), to support writing/development and review of the narrative drafts of the RSSH component including the inclusion of consensus indicators for the RSSH component.

  6. Consolidation and incorporation of comments from various HIV, Malaria, and TB stakeholders to support writing/development of quality RSSH module drafts as per the scope of consultations.

  7. Facilitating the internal peer review of the funding request and consolidation & incorporate comments into the RSSH component.

  8. Facilitating the external peer review of the RSSH component as part of the overall Kenya application document.

9. Consolidation (annexes, documentation of country dialogue) and incorporation of all comments and supporting the production of a high-quality final draft.**

Outputs

· Desk review report

· Filled gap analysis tables, indicators, and priority Interventions.

· Weekly reports and presentations on the status of the RSSH component/module.

· Funding landscape as per the Global Fund guidelines.**

· Revised narrative drafts of the RSSH component of the application (including annexes and the budgets as per the agreed modular splits).**

Education and/or Experience

· At least a Master’s degree preferred in Public Health, Management, social science or related field. PhD degree will be an added advantage.

· 10yrs Experience in primary health care and health systems

· Experience in global fund proposal writing is an added advantage

· Experience in the implementation of performance-based grants

· Extensive understanding of Kenya’s local socio-cultural, governance and political context

· Understanding of health care delivery in the devolved system in Kenya

Other Skills and Abilities

· Demonstrated ability to coordinate diverse groups of stakeholders

· Familiarity with the global fund application process

· Familiarity with complex Excel functions.

· Ability to communicate with staff with diverse educational backgrounds.

· Self-direction, innovation, and teamwork; acceptance of responsibility for work.

· Computer proficiency in word processing, databases, and spreadsheet management.

· Excellent writing and communication skills

Time frame

· 34 days including availability to respond to Technical Review Panel (TRP) comments.

Duration of assignment:

This consultancy is anticipated to take 34 working days. This will be a staggered process envisaged to start effectively from 1st July 2020 upto August 31st 2020.

Activities expected:

1).Familiarization Meeting among Consultants and Funding Request(FR) writing team (2days)

Output: Orientation and plan to accomplish the work

2). Inception meeting (1day)

Output: Inception report for the assignment and ensuring clear roles and responsibilities (1 day)

3). Desk Review (4days)

Output: National documents including strategic plans, Implementation plans, Reports, Surveys and other applicable documents reviewed to inform the assignment

4). Support conduction of a needs assessment and gap analysis for the RSSH module (4days)

Output -a: Gap analysis tables and prioritization of RSSH interventions in the context of HIV, TB & Malaria.

Output-b: List of resources referenced availed.

5). Participate in the drafting of malaria and RSSH components on the Funding Request (16days).

Output: Drafts of the RSSH component of the Funding Request developed/writing supported

6). Presentation of the draft to the ICCs and concept writing secretariat (1day).

Output: Drafts with inputs incorporated

7). Revising the components as per comments as per technical review teams (3days).

Output: Revised with stakeholders’ inputs

8). Submission of the final draft to the secretariat and lead consultant (2days).

Output: RSSH components with all supporting documents

9). Close out (1day).

Output: Consultant close out report
