TERMS OF REFERENCE (TOR) FOR CONSULTANCY
DEVELOPMENT OF AN ACCREDIDATION FRAMEWORK FOR THE HEALTH SECTOR IN KENYA
1.Overview
Quality and attainment of the highest possible standards of healthcare is articulated as a key constitutional deliverable of the healthcare system to the Kenyan populace. The ministry of health is therefore realigning all its strategies to ensure that they contribute to delivering of the same. As part of healthcare financing and continuous quality improvement, the ministry is in the process of coming up with an accreditation framework for the sector.
In Kenya, there has been little documented effort to develop a well-coordinated sector-wide regulation and accreditation framework. Quality assurance has been limited to various forms of regulation (mainly licensing and gazettement) by professional bodies and government agencies. Accreditation/certification of health facilities has so far been limited to the activities of the National Hospital Insurance Fund in relation to the awarding of rebates to health facilities which applies – on a voluntary basis – to facilities from the sub‐county level upwards. Likewise private insurers relied on similar in-house mechanism.
It is against this background that the MOH (through the Department of Health Standards, Quality Assurance and Regulation), seeks to develop a sector wide oversight framework for health regulation and accreditation in Kenya. MOH sees this as a vital step towards the attainment of internationally agreed on health standards and total quality management across government and non-government institutions. The Ministry of Health aims at establishing a common quality assurance framework for all service providers thus creating a level playing field for competition towards the highest attainable standards of quality of care as stipulated in the Constitution.
A consultant is required to support the Department of Health Standards Quality Assurance and Regulation draft an accreditation and regulation framework.
2.Purpose of this consultancy
Support Department of Health Standards Quality Assurance and Regulation draft a regulation and accreditation framework and develop monitoring and evaluation framework for the same.
3.Scope of the consultancy
i. Support Department of Health Standards Quality Assurance and Regulation carry out background work in preparation for formulation of regulation and accreditation framework.
ii. Identify Capacity gaps in implementation of regulation and accreditation in Kenya.
iii. Document similar frameworks on similar frameworks that have been successfully implemented in other countries.
iv. Identify key stakeholders engaged in regulation and accreditation.
v. Together with MOH sub-committee on accreditation and regulation, develop an accreditation framework based on Kenya Quality Model for Health (KQMH) standards.
vi. Together with the subcommittee on accreditation, develop a monitoring and evaluation component for the regulation and accreditation frame work.
vii. Facilitation of stakeholder consultations, networking and collaborative meetings.
viii. Carry out other management functions of the assignment including:
a. Documenting work progress
b. Initiating regular coordination meetings with the subcommittee on accreditation and regulation at least twice a month, prepare the agenda for the meeting and minutes after the meeting.
c. Overall responsibility on reporting on the work being carried out under this initiative. Reporting should be to MOH and GIZ.
4.Deliverables
· A report updating the accreditation preparedness study by 15th March 2016
· Report based on systematic review of sector documents and international experience on accreditation to be submitted by March 15th, 2016.
· Stakeholder analysis report to be submitted by March 23, 2016.
· Reports on stakeholders’ consultations and collaborative meetings. This shall form part of the final report to be submitted by May 30, 2016.
· Draft accreditation framework to be submitted by April 29, 2016.
· Monitoring and evaluation component on the defined framework. This will form part of the draft accreditation framework.
· Minutes of meetings held in line with this assignment.
5.Contract duration and rate
Up to 50 consultancy days at agreed rate. The period should be between March to August 2016.
6. Required competencies and experience of content developer (lead consultant)
· A background in a health related field with Master’s degree in Public Health.
· Seven to ten years relevant experience in the health sector in Kenya or any emerging economy.
· Excellent writing, analytical and communication skills
· Good inter-personal and computer skills.
· Experience with regulation and or quality management.
