In 2011 the 31st International Conference of the Red Cross and Red Crescent was held. During this Conference the Netherlands government and NLRC agreed to support a selection of National Societies to provide more effective emergency response. This resulted in the so-called ‘RP-I’ program, a response preparedness program implemented from 2012 till 2016 in Chad, Colombia, Lebanon, South Sudan and Uganda. In 2015 the 32nd International Conference was held, and the Netherlands Ministry of Foreign Affairs and NLRC renewed the program on strengthening disaster response preparedness. Building on the results and lessons learned from RPI, the Response Preparedness II program (RPII) 2016-2021 aims at achieving a better prepared response mechanism for disasters for five National Red Cross and Red Crescent Societies (NS’) in four countries: Central African Republic Red Cross Society (Central African Republic - CAR); Lebanon Red Cross (Lebanon) and Palestinian Red Crescent Society / Lebanon branch (Lebanon); Mali Red Cross Society (Mali); and Zambia Red Cross Society (Zambia). It fills a critical gap between current community-based resilience and risk reduction programs and disaster response. In addition, it links national response capacity building to regional and global capacity
RP-2 covers core activities that lie at the heart of disaster preparedness of National Societies, but also aims to address capacities that strengthen and facilitate these. It consists of two components. The first focuses on building the response preparedness capacity of the National Societies where core RP activities are (further) developed such as Contingency Planning, Simulations, Development of Standard Operating Procedures, Pre-Disasters Agreements, stocking and prepositioning, etc. The second component aims at contributing to global Red Cross and Red Crescent tools and guidelines on response preparedness through the International Federation of Red Cross and Red Crescent Societies (IFRC) and the Red Cross Climate Centre.
The consultants role is to provide intensive technical and capacity building support to the selected National Societies regarding their implementation of the core, enabling, and strengthening activities of the NLRC RP-2 program. It will be done in close collaboration with some of the Red Cross technical partners,
The consultant also ensures, promotes and facilitates interlinking: the exchange of knowledge, experience and updated information and tools between National Societies, and between the technical partners of the Red Cross. The consultant will act as an intermediate between partners and needs therefore to be aware of the activities performed and tools developed on RP within the Red Cross Red Crescent Movement
