WHO Consultancy - External Relations (Emergencies)

1. Purpose of the Consultancy

The consultant will support the Engagement Health Emergencies Unit (EHE) under the department of Coordinated Resource Mobilization (CRM), within the division of External Relations and Governance (EXT). Specifically, focus will be on strengthening systems and processes to increase the capacity of the unit to more quickly and effectively engage partners and donors around resource mobilization. The assignment will require the consultant to support portfolio managers in their engagement with WHO staff, Member States, donors at country, regional and global levels, the Health Cluster, the United Nations Office for the Coordination of Humanitarian Affairs (OCHA) and other United Nations agencies, etc.

1. Background

The division of EXT leads the Organization’s partnership and resource mobilization efforts. Following the integration of the health emergencies resource mobilization team into EXT department for Coordinated Resource Mobilization (CRM), engagement with partners and donors in support of health emergencies is now also lead by CRM in close collaboration with the Health Emergencies Programme. As such, CRM’s EHE team works closely with the Offices of the Executive Director and Assistant Directors-General of Health Emergencies and Preparedness and Response (HEO), as well as with Strategic Planning and Partnerships and other departments and teams within HEO. Specifically, EHE develops and maintains donor profiles, donor engagement plans, donor briefs and supports the development of funding appeals, proposals and reports at HQ, regional and country levels, as required. In doing so, EHE engages with partners including Member States and donors to ensure adequate and timely financing for core functions and in response to emergencies.

As a result of the COVID-19 pandemic, the work-load of CRM, and EHE in particular, has increased over the course of 2020, and it is recognized that additional support will be needed by portfolio managers within EHE in 2021 to support resource mobilization including for the Organization’s 2021 appeal for the COOVID-19 response, but also for other health emergencies. Support will include developing concept notes, proposals, reports, infographics, and other material that may be required to engage donors. The work of the team is fast-paced, often with short deadlines.

1. Duties of the consultant:

Output 1: Deliverable 1.1: Develop regular infographics for top 10 donors including any new and emerging donors contributing to the COVID-19 response in consultation with the portfolio managers in EHE.

Output 2: Deliverable 2.1: Update existing donor profiles and engagement plans for five existing donors and at least five new/emerging donors, which in 2020 supported WHO under the COVID-19 Strategic Preparedness and Response Plan. Support the development of briefing notes for these donors.

Output 3: Deliverable 3.1: Develop a format for humanitarian appeals for 2021 for WHO Country Offices, based on planning taking place under the Humanitarian Response Plans, and populate appeals with data and infographics for at least 10 emergencies

Output 4: Deliverable 4.1: Develop, edit (incl. and layout) of min ten proposals for WHE’s base programme, the COVID-19 response, other acute events, and WHE’s work in support of ACT-A.

Output 5: Deliverable 5.1: Develop (consolidate and edit) min five donor reports for health emergencies, including COVID-19.

Output 6: Deliverable 6.1: Distil current Contingency Fund for Emergencies (CFE) operating procedures and produce a simplified step-by-step guide and checklist on end-to-end fund allocation process, from requesting funding, to implementation and closure.

Deliverable 6.2: Review CFE narrative reporting guidelines and produce a simplified reporting template for technical reports

Deliverable 6.3: Update CFE website six times (one per month during length of assignment), including updating contributions and allocations figures; uploading of relevant documents; and updating news items

Deliverable 6.4: Produce three visibility products for the CFE and its donors, e.g. social media posting and web update

3. University degree in international or public relations, business administration, communications, social sciences or law or other related domains.

4. Experience required:

5. At least five years of international experience in resource mobilization and donor engagement.

6. Experience in developing briefing notes, funding proposals and donor reports including infographics, especially in the context of health emergencies.

7. Experience working within health emergencies required.

8. Experience working with key bilateral donors.

9. Skills / Technical skills and knowledge:

10. Computer literacy. Familiarity with software of common use, e.g. MS Word, PowerPoint and Excel.

11. Excellent oral and written communication skills, especially excellent writing and editing skills.

12. Excellent interpersonal and diplomatic skills, integrity, tact and discretion.
