Change Management Consultant - Health Emergency Digital Solutions

  1. Purpose of the Consultancy

The WHO Health Emergencies Programme (WHE) partners with the IMT department to improve its digital landscape with a dedicated portfolio of projects. EMS2, (Emergency Management Suite 2) and EIOS, (Epidemic Intellegence from Open Sources), are two significant priority projects in this context with many common touchpoints (purpose, stakeholder, integration, etc.). To support awareness, adoption, and user exerience management across communities relating to both initiatives, the role of Change Management Officer is required.

Working directly with the Change Management Officer(s), the incumbent will perform change management and user experience management support, which may include campaign plan development, progress monitoring, action item tracking, writing, editing, and general communications and logistics. The incumbent is expected to work with other change management team members to ensure a consistent approach to campaign planning, review, and execution. The incumbent also is expected to adhere to the defined IT PMO/CCX standards and procedures.

  1. Background

The WHO Health Emergencies Programme (WHE) was created to help countries and to coordinate international action to prevent, prepare for, detect, rapidly respond to, and recover from outbreaks and health emergencies. Its worked is aligned with the WHO’s 13th Global Programme of Work (GPW13) for 2019 to 2023 and falls within the goal of better protecting 1 billion people from health emergencies during this timeframe.

Requested and approved by Member States, the new WHO Health Emergencies Programme is a profound change for WHO, adding operational capabilities to WHO’s traditional technical and normative roles. The Programme works with countries and partners to prepare for, prevent, respond to and recover from all hazards that create health emergencies, including disasters, disease outbreaks, chemical, radio-nuclear, biological, conflicts, etc. The Programme also leads and coordinates the international health response to contain disease outbreaks/hazards and provide effective relief and recovery to affected people.

The EMS2 Project

The goal of the EMS2(Event Management Suite) project is to provide seamless, rapid, active and actionable information flow across all actors throughout the full emergency management cycle to respond appropriately, minimize impact, and prevent morbidity and mortality. The project aims to improve the current digital landscape by migrating a set of standalone applications in a target ecosystem (called Event Management Suite) that can support the end-to-end lifecycle of public health events at the three levels of the organisation (HQ, Region, & Country) and beyond.

The EIOS Initiative

The EIOS (Epidemic Intelligence from Open Sources) initiative is a unique collaboration between organisations involved in public health intelligence that aims to build a network for minimising the impact of emerging threats to human health through their timely detection, analysis, assessment, and rapid communication at the member state, regional, and global levels. The network is supported by the EIOS system, which allows users to collect and filter publicly available information to facilitate these activities. The EIOS Initiative will help strengthen member state capacity for early detection and evidence-based decision making, as required by the International Health Regulations (IHR).The incumbent is expected to adhere to defined project management standards and procedures as set forth by the WHO Project Management Centre of Excellence.

  1. Deliverables and Schedule of payment

1 Project/Campaign Documentation: Plans, Status Reports, Presentations, Minutes of Meetings, Issue/Risk Logs, etc..

2 Campaign plans with tasks and critical paths and resource tracking.

3 Support the Change Management Officer in gathering stakeholder and group information, develop plans for each group, and oversee progress for each group.

4 Assist in the daily operations of the change management team with project/programme activities such as managing the operational calendar, arranging and facilitating meetings, coordinating activities, producing project updates, and handling general requests. Monitor and track the project inbox and ensure that they are responded to and resolved without delay.

5 In collaboration with a Change Management Officer, assist in drafting campaign plans (with milestones, dependencies, and resources), assist with project budget monitoring, and work with external vendors to ensure plans stay on track. Participate in project kick-offs and progress review meetings.

6 Ensure that change management officers adhere to agreed processes, quality, standards, and reporting requirements. Work with Change management officer(s) (in HQ/IMT, regions, countries, or health programmes, if applicable) to ensure accurate and valid campaign information is submitted for distribution.

7 Provide support to working groups. Draft minutes of meetings, general research, assist with writing and/or editing presentations, briefing documents and other relevant documentation. Log and independently follow-up on action items.

8 Develop collaborative workspaces for projects to help organize project information and related material.

9 Adhere to and promote the use of standard IT PMO/CCX framework. Collaborate with Change Management Officer(s) to draft and edit materials, brainstorm ideas, and coordinate deliverables.

10 Provide management support with portfolio/programme activities such as research on stakeholders/personas, proposed timelines, manage and consolidate document reviews, coordinate deliverables with external vendors, manage training logistics, and coordinate posting of internal campaign materials.

11 Establish working relationships, primarily with internal parties and ensuring timeliness and quality of deliverables.

Duration and Remuneration: 6 months with possibility for extension

Specific requirements

Education Qualifications:

Essential

First-level university degree in Business Administration, Journalism, Marketing, and/or Communications.

Desirable

Certified Change Management Professional (CCMP) and/or Prosci Change Management, and/or

Certification (ADKAR Model)

Certification in Project Management methodology and delivery methods such as Prince 2, PMBOK, and/or Agile SCRUM.

Experience required:

Essential

· At least 5 years of supporting programmes or projects either through planning or engagement activities, some of which should be at the global or international level;

· Demonstrated international experience;

· Experience in collaborating with teams (physically or virtually) in an international and multi-cultural environment whilst producing results;

· Experience in writing, editing, and logistics coordination;

Desirable

· Experience in campaign planning, social media planning, design and/or video.

· Experience in working across multiple time zones without the need for face to face meetings; and

· Experience with Change Management;

Skills / Technical skills and knowledge:

· Proven skills in the areas of project management, change management, building trust, planning, organizing, and resourcing, with a careful attention to detail to continuously monitor progress actions and initiatives;

· Ability to adapt and manage deliverables and resources in a climate of change, and to think and act quickly under pressure yet remain effective;

· Ability to effectively collaborate with teams in an international, multi-cultural, multi-disciplinary environment separated by geographical locations and working under different time-zones;

· Ability to promote best practices, advise on improvements, independently perform research, and apply information from a broad range of sources;

· Excellent interpersonal skills with the ability to influence, negotiate, advocate, motivate, resolve conflict, and adapt relevant leadership styles to a variety of situations;

· Excellent oral and written communication;

· Excellent analytical and problem-solving skills;

· Proactive, flexible, resourceful and able to work independently with limited supervision.

· MS SharePoint

· Adobe Creative suite

  • Language requirements:

· Expert knowledge in spoken and written English.

· Basic knowledge in French is desirable, but not mandatory. Place of assignment
