Consultancy: Support technical work and activities related to the development of a high priority health services in humanitarian settings (H3)

The purpose of this consultancy is to support technical work and activities related to the development of a high priority health services in humanitarian settings (H3) package with a specific focus on the following:

· Create a list of priority essential health services for the high priority health services in humanitarian settings (H3) package.

· Link those services to UHC Compendium data and tools.

· Support a review process with technical experts in thematic working group.

· Produce a guidance document of humanitarian high priority package of health services.

Background

The team for Fragile conflict affected and vulnerable settings is responsible for implementation of GPW output 2.3.3, Essential health services and systems maintained and strengthened in fragile, conflict-affected and vulnerable settings. The main tasks for this team are:

· Ensure strategic and leadership support from HQ for regional and country humanitarian operations is optimal, contextualized, coherent and complete

· Support strategic information generation to guide decisions, strategies and actions

· Drive the work on adapting and operationalizing policies and technical work in humanitarian operations

· Represent and actionize humanitarian-development-peace nexus for implementation in FCV settings

One of the key deliverables under output 2.3.3, that is an approved Global Public Health Good, is to develop an example high priority package of health services for humanitarian settings, including guidance for its implementation.

WHO, together with the Global Health Cluster and partners are working to define a package of high priority health services in humanitarian settings (H3) important for health cluster response. The consultant will assist in the process and development of a guidance document defining a minimum set of evidence-based services, the humanitarian high priority package of health services (H3). These services will be relevant and operationally feasible for humanitarian settings for health clusters and health cluster partners to utilize. It is also an entry point to identify opportunities for the operationalization of the humanitarian development nexus

Within the process, WHO provides the technical leadership, to ensure the evidence base of the package. This is based on close collaboration between the FCV team, and the team for Clinical Services and Systems, in the department for Integrated health services. This ensures that the package is informed by latest approaches to integrated health service packages, and the UHC compendium.

Deliverables and Schedule of payment

The work performed will be assessed every two months*.* The technical reports will be submitted to the responsible officer by the consultant, and they will address the outputs and activities described below. Payments will be made upon approval of the technical report by the responsible officer.

Output 1 (Expected date 1 Aug 2021)

Priority essential health services for the H3

Activity 1.1: Assist with conducting a series of small working sessions with selected HCC and partners from the field

Activity 1.2: Identify priority essential health services within each thematic area against agreed criteria for inclusion/exclusion

Activity 1.3: Incorporate input from working sessions to define a proposed draft H3 list for further broader consultation and validation

Activity 1.4: Review methodology and process, addressing gaps or issues, in preparation for review process with technical experts

Output 2 (Expected delivery date 1 October 2021))

Linked H3 services to UHC Compendium data and tools

Activity 2.1: Validate links from interventions in H3 package to UHC Compendium architecture

Activity 2.2: Identify resource input data from the UHC Compendium and link to H3

Activity 2.3: Assist in the development of tools to support countries in contextualizing and utilizing the H3 services.

Activity 2.4: Develop tool to identify H3 services needed to address major burden of disease

Output 3 (Expected delivery date 1 October 2021)

Review process with technical experts in thematic working group

Activity 3.1: Finalize criteria and identify technical experts for working groups

Activity 3.2: Organize and support thematic working group meetings with technical experts

Output 4 (Expected delivery date 1 December 2021)

Guidance document of humanitarian high priority package of health services

Activity 4.1: Compile and analyse recommendations from above outputs 1, 2, and 3.

Activity 4.2: Assist with presentation of findings to Global Health Cluster Unit (GHCU) and other key partners

Activity 4.3: Review and update GHC EPHS Working Paper

Duration and Remuneration

6 months on the lower range of Band B for consultants, at 50% of TFESpecific requirements**

Qualifications required:

  • Doctoral degree in medicine with advanced training in emergency medicine

Experience required:

  • At least 3 years of clinical service delivery experience
  • Teaching or clinical experience in a resource-limited setting
  • Experience with WHO and/or other international organizations and partnerships

Skills / Technical skills and knowledge:

  • Knowledge and skills in the areas of emergency care and public health
  • Excellent skills in writing, conducting literature searches, partner management, and project management;
  • Excellent oral communication and negotiation skills;
  • Strong skills in building partnerships and coordination across diverse locations;
  • Strong computer skills including experience with Google Sheets and Office applications of Excel, PowerPoint, and Word.

    Language requirements:

English (Read - Write - Speak / Expert)
