The Health and Migration Programme brings together WHO technical Departments, Regional, and Country Offices, Governments and Partners to promote the health of refugees and migrants and those associated with human mobility with the objectives to: In alignment with the Global Action Plan ‘Promoting the health of refugees and migrants’, to provide leadership and coordination, including within the UN Network on Migration, and support policy development on health and migration; lead high-level advocacy and dialog to promote related to migration within the “UHC leaving no one behind” goal and to raise political commitments and awareness; set norms and standards and promote a research agenda aimed at generating evidence- based information and indicators for measurement, monitoring and accountability; to support the development of technical guidance and tools; provide technical assistance and support Member States and partners in addressing public health challenges and its impacts associated with human mobility; and provide technical and operational support, including resource mobilization, across WHO three levels to undertake coherent and coordinated health and migration related actions.
We are looking for an expert with experience in refugee and migrant health, country assessment and tool development, to perform the Agreement for Performance of Work (APW) Services for the following tasks:
- Reviewing exiting country health assessment tools that are relevant to refugee and migrant health in particularly on health systems assessment.
- Develop a country assessment tool including a checklist on health and migration
- Field test and finalize the tool and the checklist.
Required Qualifications
Education
Essential:: University degree in public health or social science.
Experience:** At least 10 years’ experience at national and international levels in public health, refugee and migrant health.

Desirable: Experience in providing technical and operational support to the countries in refugee and migrant health, experience with capacity building and applying institutional learning and health systems. Relevant experience in tool and guidance development, and interagency collaboration. Relevant work experience in or with WHO or other UN agencies. Experience of work with relevant non-governmental organizations.
Skills
Knowledge of the UN
Strong public health background, strategic thinking, with the ability to quickly comprehend strategic and tactical objectives and to formulate the tool development to address challenges and risks.
Practical experience in conducting country assessment
Proven capacity to deliver on deadlines during periods of intense stress and activity.
Demonstrated capacity to organize, monitor and synthesize information quickly and concisely.
Good communication and writing skills
