Consultancy: Support the establishment of an operational information system for humanitarian interventions in emergency operations

Purpose of the Consultancy

As part of the Humanitarian Interventions (HI) in Fragile, conflict affected and vulnerable (FCV) contexts Team, and under the supervision of the responsible officer, the consultant has a key role in supporting the establishment of an operational information system for humanitarian interventions in emergency operations in collaboration with existing WHO information management systems; perform health information analysis for application use in different WHO HI information products and contribute to the drafting of relevant documents.

Background

The mission of WHO’s Health Emergencies Programme (WHE) is to help countries, and to coordinate international action, to prevent, prepare for, detect, rapidly respond to, and recover from outbreaks and emergencies.

The Emergency Operations Departments AEM and HEI of the WHO Health Emergencies Programme (WHE) are responsible for ensuring that emergency-affected populations have access to timely and effective health services in acute and protracted emergencies and humanitarian settings. This includes ensuring a strong emergency management system (based on incident and emergency management respectively), effective and inclusive coordination mechanisms, joint assessments and planning by partners, implementation of operations and services according to agreed standards, and strong logistics and operational support. The HEI department is in particular responsible for output 2.3.3. of the WHO Global Plan of Action 13: Essential health services and systems maintained and strengthened in fragile, conflict and vulnerable settings. A strong information management and monitoring is a key factor to make more informed strategic decisions on prioritization of humanitarian interventions in WHO’s emergency response operations, effectively monitor progress and keep senior management informed.

Deliverables

Output 1:

Operational Information management system reflecting three levels of country support is set up . Monitor the health situation and implementation of WHO’s humanitarian / emergency health programmatic response and to measure progress.

Activity 1.1: Advise and set up a harmonized information management and progress tracking system of protracted crises health operations in collaboration with relevant WHO entities and across WHO regions with the highest load of humanitarian crises

Activity 1.2: Facilitate support to Regional and Country Offices in harmonizing and strengthening data management, information products and systems as part of the implementation of best practices, including capacity building and missions, especially for the Whole of Syria, Libya, Afghanistan prototype and pilot projects, and selected crises in AFRO region (possibly Nigeria, Sahel) in cooperation with emergency operations in Regional Offices.

Activity 1.3 Harmonize data management and information products.

Activity 1.4: Perform health information analysis for use in different information products.

Activity 1.5: Participate in any other activity that may be required to strengthen team’s capacity in the health information management.

Output 2: Overview of new global developments is produced on a regular basis.

Activity 2.1: Support the protracted crisis response operational team with the provision of operational information products and deliverables for graded and protracted crises to ensure that the information management system progress tracking is sustained.

Support the humanitarian interventions with global monitoring of protracted events and response

Activity 2.3: , Contribute to drafting relevant operational information products related to the priority responses with three level input (sitreps, briefing notes, reports, creating factsheets, etc).

Duration and Remuneration

5 months - Consultant Pay band B

Specific requirements

Qualifications required:
University degree in Information Management, Public Health, Business or Public administration, communication or related fields

Experience required:
Essential: At least five years’ experience in information management, monitoring and needs assessment or work in emergencies.
Desirable: Experience with WHO, UN Agencies or NGOs or good understanding of the inter-agency collaboration.

Skills / Technical skills and knowledge:
Good analytical and writing skills, knowledge of data management software and tools, emergency response environment and information management work in humanitarian settings environment

Language requirements:

  • English: Read, Write, Speak - Expert level
  • French: Read, Write, Speak - Desirable

Place of assignment

Under the current COVID conditions, this consultancy will be conducted remotely.
