Purposes
The escalation of the conflict in Ukraine will have devastating humanitarian and health consequences. The WHO team is already responding to the ongoing crises, but the situation will quickly require additional resources for both Ukraine and neighboring countries. WHO is preventively calling for candidates to join the pool of health logistics experts available for the work for Ukraine. These candidates will strengthen the WHO response team.
WHO is looking for candidates to mainly assume two distinct functions:
Supply management expert
Health logistics expert
Function 1: Supply management expert
Work to be performed
Support the establishment and management of the supply chain strategy to ensure immediate access and continuous flow of emergency supplies needed for the response. This includes all or part of the below assignment:
Key duties include:
- Forecast and plan supply needs (scenario of response needs, existing capacities and gaps)
- Procurement strategy: Balance procurement of prepositioned stocks with supply agreement (LTA) to best meet unpredictable demand.
- Define and establish warehousing and distribution strategy to efficiently and timely match needs.
- Importation process defined in SOP (regular and emergency importation process
Contract duration: 3 to 6 months as required by situation
Specific requirements
1. Qualifications required:
- A university degree in Supply Chain management, public or business administration, health logistics, engineering, pharmacy or related field from an accredited/recognized institute.
2. Experience required:
- At least 5 years’ related experience and exposure, at national and international levels, in managing emergency Health Logistics support in international organizations/institutions, part of which in the field supporting emergency humanitarian operations.
3. Skills / Technical skills and knowledge:
- Excellent supply management skills with proven experience in the field of health supply chain. Proven experience in all the Domaine of the supply chain, forecasting and planning, procurement, warehousing, transport and distribution as well as supply monitoring.
- Excellent organizational skills with the ability to multitask, deliver results in time critical scenarios, identify and solve problems.
- Demonstrated knowledge logistics management in emergency context, with proven ability to identify and solve technical problems in difficult circumstances.
- Demonstrated knowledge and skills in team coordination and health related logistic and management.
- Demonstrated ability to work in multicultural, multidisciplinary environment.
- Ability to write in a clear and concise manner, and to present information to achieve desired results.
- Knowledge or understanding of WHO mandate and goals in the emergency incident management context.
4. Language requirements:
- Excellent knowledge of English (depending on the country of assignment).
- Excellent knowledge in Russian or Ukrainian
- Polish and/or Romanian an asset
Function 2: Health logistics expert
Work to be performed
Ensure that medical facilities designated to treat casualties and/or provide primary and secondary health care services to affected population have the minimum operating capacity required to respond. This includes the care and treatment of the injured as well as maintaining the primary and secondary health services 24/7 in accordance with the minimum health standards.
Key duties include:
The health logistics expert will particularly focus on health facilities:
- Power supply, energy supply back up plan
- Water supply, sanitation and hygiene
- Sterilization
- Triage and flow of patients
- Cold chain (blood banking)
- Medical storage (pharmacy)
Contract duration: 3 to 6 months as required by situation
Specific requirements

- A university degree in engineering, health logistics, public or business administration or related field from an accredited/recognized institute.
2. Experience required:
- At least 5 years’ related experience and exposure, at national and international levels, in managing emergency Health Logistics support in international organizations/institutions, part of which in the field supporting emergency humanitarian operations.
3. Skills / Technical skills and knowledge:
- Excellent health logistics skills with proven experience in the field of water, Sanitation and Hygiene (WASH), Infection prevention Control (IPC), Vaccinations, Health Facilities (infrastructure) Support, Laboratory Support and emergency mobile medical facilities.
- Excellent organizational and managerial skills with the ability to multitask, deliver results in time critical scenarios, identify and solve problems.
- Demonstrated knowledge health logistics management in emergency context, with proven ability to identify and solve technical problems in difficult circumstances.
- Demonstrated knowledge and skills in team coordination and health related logistics management.
- Demonstrated ability to work in multicultural, multidisciplinary environment.
- Excellent interpersonal skills with ability to negotiate with and convince officials with tact and diplomacy.·
- Ability to write in a clear and concise manner, and to present information to achieve desired results.
- Knowledge or understanding of WHO mandate and goals in the emergency incident management context.
4. Language requirements:
- Excellent knowledge of English (depending on the country of assignment).
- Excellent knowledge in Russian or Ukrainian
- Polish and/or Romanian an asset
