PURPOSE OF THE ROSTER

In order to scale up Prevention and Response of Sexual Exploitation Abuse and Harassment (PRSEAH) operations, it requires dedicated resources at all levels of the organization, particularly in highly vulnerable countries. As PRSEAH is organization wide, it presents an opportunity to develop a global roster of suitable candidates for future needs in this area. The roster will be used for Fixed Term and Temporary Appointments, including full time and part time positions.

DESCRIPTION OF DUTIES

1. P5 Regional Coordinator

  • Within the overall framework of the global PRSEAH framework, develop a regional PRSEAH strategy and PRSEAH work programme to strengthen the Region’s current early detection, prevention and response capacity, particularly in emergencies operations where sexual exploitation and abuse including sexual harassment may be at greater risk of occurring;
  • Coordinate the response to PRSEAH incidents and complaints ensuring that all reported incidents and complaints are investigated, and actions are taken in relation to investigation outcome; and that survivors are assisted.
  • Coordinate SEAH risk assessments in the region to identify SEAH related risks and risk factors that threaten the successful achievement of WHO’s objectives on SEAH and develop risk treatment plans to mitigate the risks.
  • Collaborate and create networks with external experts, international partners including the Inter-Agency Standing Committee (IASC) and humanitarian agencies to foster peer learning and access to global perspectives, resources and opportunities
  • Ensure clear and regular communication between the Offices of the Regional Director and Director general on strategic, programmatic and operational issues, including information and communication management related to interactions with WHO governing bodies, donors and key stakeholder

2. P4 Coordinator (Country Office)

a. Oversee and strengthen implementation of PRSEAH interventions in WCO and WHO in-country operations through:

  • Mainstream PRSEAH in WHO Programs and operations including in human resource management and WHO emergency operations to mitigate potential risks through implementation of safe-guarding measures during recruitment, training of personnel including volunteers, dissemination of PRSEAH information package to all personnel and Implementing partners, etc.;
  • Mitigate PRSEAH risks within WHO Programming through dissemination of PRSEAH information package to all personnel, partners and contractors; implementing PRSEAH trainings including training of volunteers and Government counterparts;

b. Contribute to the Inter-Agency Standing Committee (IASC) collective efforts for scaling up in-country PSEAH Program through:

  • Contribution to and supporting the implementation of PRSEAH Network TORs and Action Plan with a focus on joint risk assessments; inter-agency community-based complaint mechanisms (CBCM), development and implementation of victims’ assistance referral pathways, community awareness and community engagement on PRSEAH matters, joint training, PRSEAH operational reviews and lessons learning, etc.;

c. Support PRSEAH mainstreaming among implementing partners, including national Governments, NGOs and INGOs through:

  • Support the WHO leadership to systematically roll out the “UN Protocol on Allegations of SEAH” involving implementing partners and accompanying partner assessment, and support as needed.

REQUIRED QUALIFICATIONS

Education (P5 and P4)

Essential: Advanced level university degree in public health, law, or related social science disciplines (including but not exclusive to gender studies, humanitarian affairs, human rights, social work, development studies or organizational development)

Desirable: Specialized training on sexual exploitation and abuse and/or gender-based violence

Experience (P5)

Essential: At least ten (10) years of relevant professional experience in the field of sexual exploitation and abuse, gender-based violence and/or humanitarian affairs. Demonstrated experience at the international level.

Desirable: Experience of management in international, intergovernmental organizations, government or national public including the UN System in the areas of humanitarian interventions. Responsible experience in humanitarian affairs, emergency preparedness, crisis/emergency relief management, rehabilitation, development, or other related area. Extensive experience in the application of principles and techniques of SEAH management and resolution in the workplace, counselling, coaching and cross-cultural awareness Note: PAHO positions require at least 13 years of relevant experience.

Experience (P4)

Essential: At least 7 years of relevant progressive work experience including experience in humanitarian relief work. At least three years of experience in the prevention of SEAH, sexual and gender based violence (SGBV). Demonstrated experience in the field of sexual exploitation and abuse, sexual harassment, gender based violence, staff misconduct and discipline, gender mainstreaming and/or humanitarian affairs . Experience in dealing with staff misconduct and/or gender mainstreaming.

Desirable: Exposure to the international development and humanitarian architecture, familiarity with the UN system and global coordination structures like the IASC. Experience in developing and facilitating training and capacity-building activities is an advantage. Familiarity with data protection and confidentiality measures. Note: PAHO positions require at least 9 years of relevant experience.

Use of language skills (for P5 and P4)

Essential: Excellent knowledge of English

Desirable: Knowledge of another WHO official language

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 75,602 at the P4 grade and 90,664 at the P5 grade (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station will be provided once duty station is identified. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
