The Netherlands Red Cross (NLRC) is engaged in a long term partnership with the South Sudan Red Cross (SSRC) to build resilience and provide durable integrated solutions to disaster prone vulnerable communities in and is recruiting for the following field position:
Position title: Project Management Delegate - Response Preparedness project – South Sudan

Purpose of the position
The Project Management Delegate will be responsible for supporting the NLRC - SSRC Response Preparedness (RP) Project to be implemented for 5 years (2022-2026) in Kapoeta, Eastern Equatoria State, South Sudan.
The main aim of the position is to ensure technical Disaster Preparedness and Response oversight by focusing on Strengthening SSRC Preparedness and Response capacity through implementation of the Preparedness for Effective (PER) approach and Forecast Based Financing/Anticipatory Actions with an aim that the National Society will be prepared and well positioned with systems and tools that will enable rapid response in coordination with RCRC Movement partners and surrounding stakeholders in case disasters happen. The Project Management Delegate will also provide technical and program support to SSRC in Disaster Preparedness and response, project-design, planning and monitoring of the NLRC supported project to ensure effective and efficient implementation as well as narrative and financial reporting. The delegate will work in collaboration with the SSRC Project Coordinator and the SSRC team based in Juba and Torit, the National Authorities involved in the DRR National Strategy, with a wide range of stakeholders to influence implementation of the Disaster risk Management, policy and practice for delivery of high-quality interventions in response preparedness and disaster management.
The Delegate will be actively involved in exploring funding opportunities and developing projects proposals to address longer term needs for the community. The delegate must ensure all activities are implemented following the accepted humanitarian standards, while ensuring back donor financial compliance, promoting capacity strengthening of the SSRC and actively pursue community participation in the implementation of the activities.
Background
With the proposed project, Response Preparedness 2022-2026 which is part of a multi-country programme funded by the Netherlands Ministry of Foreign Affairs, NLRC intends to strengthen the disaster response and preparedness capacity of the South Sudan Red Cross, which includes analysis and planning, coordination, operational capacity, policy strategy and standards and operations support. The project aims at enabling a better prepared response mechanism of the Movement partners and surrounding stakeholders in case disasters strike and therefore complements community-based resilience and DRR activities. The geographic focus are the Kapoeta counties in Eastern Equatoria State.
Where needed the RP 2022-2026 project will use the following approaches:
• Preparedness for Effective Response (PER) approach
• Anticipatory Humanitarian Action (AHA)/ Forecast Based Actions;
• Information management (including needs assessments) and data preparedness;
• Cash & Voucher Assistance in preparedness;
Position in the organization
The Project Management delegate will report directly to the NLRC Country Representative based in Juba, South Sudan. On technical matters the Project Management delegate will liaise closely with SSRC DM coordinator; NLRC technical advisors, PMER and Data; NLRC RP programme manager and NLRC country desk. Other relevant actors within the NLRC HQ will give their support and guidance as well.
Summary statement and responsibilities
Project Implementation
· Provide project and technical support in planning, implementation, monitoring and reporting throughout the project cycle in accordance with NLRC and SSRC procedures (such as procurement and financial) and agreements as set in the MoU;
· As NLRC budget-holder responsible for the project budget management, adequate and timely quality narrative and financial reporting according to NLRC and donor standards, and undertaking of project evaluations, all according to NLRC’s Standard Project Approach (SPA);
· Ensure that all required documentation by the back donor and all other relevant key documents are being stored at NLRC’s digital system SPACE, making use of the required workflows for approval of budget, contracts and other key documents.
· Responsible for project related finance operations with support of local administrator in order to ensure proper procedures are applied as per MoU and ensure standard documentation is maintained for the project expenses and archived accordingly in NLRC accounting system
· Review project progress, together with SSRC, ensuring the tracking of project progress against targets, and reviewing quarterly program reports and financial reports with senior management;
· Provide accurate and up to date information to the SSRC HQ Programme and DM Departments, NLRC country representative and NLRC HQ regarding progress and deadlines;
· Provide appropriate mentorship, capacity strengthening and technical support to SSRC (branch) staff and volunteers including project management, financial management, assessment and identification of needs, priorities, objectives, outputs and core components and activities related to CVA, Emergency Response, PER & Anticipatory Humanitarian Action, Forecast Based Financing
· Ensure a systematic Community Engagement and Accountability in the project
· Include as cross cutting element Protection Gender and Inclusion (PGI), with the support of NLRC PGI advisor
· Support SSRC to carry out Emergency needs assessment of adaptive capacity of the target communities for preparedness for response, climate vulnerability, hazards, and climate uncertainty involving key stakeholders at communities’ levels.
· Undertake regular monitoring field visits and meetings with relevant actors including project partners in assessing trends, patterns and changing needs and consequently advise on appropriate strategies.
· Cooperate actively with NLRC advisors on Response Preparedness, PM&E and Data
· Contribute to NLRC South Sudan portfolio development and strategic country discussions
· Ensure the exit plan of the project is taken into consideration from the planning process.
· Lead, advise on and give input in Response Preparedness strategy and proposal development
Representation & Coordination
· In close coordination and collaboration with NLRCs Country Representative, support SSRC in maintaining and coordinating external relations and partnerships with Locality, State and National stakeholders, including relevant line ministries and agencies of government of South Sudan and other national stakeholders of the programme. **
· As requested, support NLRC country representative in external meetings with the Dutch embassy, donors and other stakeholders on Response Preparedness, as well as in (multi-country) programme level meetings and workshops.
· Promote and contribute to coordination among RC/RC Movement (e.g. IFRC) partners and ensure close alignment with other humanitarian actors active in the area of implementation.
· Advocate among humanitarian actors, relevant government ministries and the community for quality Response activities/services to promote risk reduction among the targeted communities.
In execution of the above responsibilities key is to uphold the Fundamental Principles of the Red Cross Red Crescent Movement and comply with the Code of Conduct and policies
Requirements/Qualifications
· Preferred is a University degree or professional qualification in Natural Resources Management, Environmental Studies or equivalent professional experience
· At least 5 years of experience in programme design, development and execution of community development related projects in collaboration with governments, humanitarian aid agencies, civil society, and I/NGOs
· Experience in (DM-related) procurement activities in disaster response and early recovery operations is required
· Required experience with Cash Voucher Assistance and Forecast Based Financing
· Capacity strengthening: Experience of training national staff and volunteers is required
· Experience in working in African context, preferably South Sudan
· Proven Experience in Resource Mobilization
· Experience in financial reporting
Knowledge and Skills
