Philippines: DRR Programme management Delegate

NLRC has been present in the Philippines since 2011, supporting the Philippine Red Cross (PRC) with longer term resilience projects in the thematic areas of disaster risk reduction, disaster preparedness, health, WASH and Disaster Recovery. For our DRR projects, NLRC is looking for a DRR Programme Management Delegate in the Philippines.

Rationale

In the Philippines, the Netherlands Red Cross (NLRC) is implementing three DRR projects with the Philippine Red Cross (PRC) and partners: Strategic Partners for Resilience (SPfR), the ‘Dijk van een Wijk/ Proud of my Purok’ funded by the Netherlands National Postcode Lottery (NPL) and a EuropeAid (DEVCO) project, named “Empowering communities and local government units in implementing inclusive development projects in the Philippines”. All projects incorporate not only aspects of DRR, but also aim to include CCA and EMR. These three elements combined form the Integrated Risk Management (IRM) approach in the NLRC.

The DRR Programme Management Delegate will be responsible for managing all three DRR projects, but the majority of the time is likely to be spent on the NPL project, with support to the other two projects.

Summary statement and responsibilities

Coordination of all aspects related to the ‘Proud of my Purok’ project. Support the implementation of the SPfR project and “Empowering communities and local government units in implementing inclusive development projects in the Philippines” (EuropeAid) project. NLRC is aiming to add volume to the current projects, any new DRR or community resilience projects will also fall under the responsibility of the delegate. Responsibilities include but are not limited to the following activities:

PROJECT MANAGEMENT

· Support planning, implementation, monitoring and evaluation of all the DRR projects

· Compile overall donor reports for all projects

· Provide input for new project proposals

· Initiate and search for new funding streams for IRM projects

· Liaise with in-country offices of possible donors such, ECHO, DEVCO, Asian Development Bank (ADB) and Dutch Embassy.

· Liaise with the Program Task Force in the Netherlands, with representatives from the implementing organisations in the project.

· Liaise with NLRC HQ staff, such as on project agreements, contracts, donor regulations, communication, financial regulations and technical support.

· Establish and or review processes related to project implementation including but not limited to; preparation and approval of activity plans, reporting procedure, financial management and processes, monitoring and communications.

· Represent NLRC in Consortium Coordination Meetings and other stakeholders meetings. Lead coordination meetings if agenda is specific to NPL programme.

· Guide PRC in improving DRR projects, advocating the community resilience approach as developed by NLRC and IFRC.

· Establish and maintain linkages with other partners and other stakeholders, including Local Government and the academia, and ensure synergies between the DRR projects.

· Liaise with different PNS’s working on DRR programming with PRC to promote minimum standards in implementation of Community Based DRR projects, common methodologies and IEC materials amongst others.

· In times of emergencies and disasters in project areas supported by NLRC, ensure timely reporting on impacts of project implementation as well as that support to PRC, if needed, is extended.

· Provide inputs to PRC’s development of DRR framework and other Disaster Management guidelines.

· Works according NLRC’s Standard Project Approach

HR

· Assist in the recruitment of project staff at PRC HQ level.

· Provide inputs in the performance review of NPL project staff specifically PRC National Project Coordinator. Provide inputs in the performance review of other NLRC Field staff reporting directly to the DRR Programme Management Delegate

· Review Job Description of project staff as necessary and provide recommendation as to staff retention and capacity building.

FINANCE

· Is budget holder for all DRR projects and responsible for submitting budget revisions and amendments

· Monitor closely budget spending of PRC related to all projects and work with NLRC Finance Adviser to identify needs and or requirements related to financial management.

· Compile financial reports of all NPL consortium partners

· Checks and signs all expenditure vouchers for all DRR projects, to see whether all are in line with approved budget and activity plan, timely reported and according to donor procedures. This includes a thorough verification of supporting documents and procedures followed.

· Ensures that financial reports from PRC (Chapters and NHQ) are properly translated into NLRC reporting format and meet donor criteria and are submitted in a timely manner.

· Ensures that project financial reports are in NLRC format, meet donor criteria and are submitted to NLRC HQ in a timely manner.

Position in the organization

This position will report to NLRC Country Representative in the Philippines who holds formal responsibility for managing relationship with the Host National Society.

Requirements/Qualifications

· A Master’s Degree in Social Sciences, Development Studies, Disaster studies or a related subject

· At least 5 years’ working experience for a humanitarian aid organization in a developing country in a similar capacity

· At least 4 years’ international working experience of community based projects

· Technical knowledge of disaster risk reduction, climate change adaptation and environmental management is a condition

· Experience of managing and supporting staff

· Working experience in interdisciplinary projects

· Experience working for the Red Cross/Red Crescent is preferred

· IMPACT or equivalent knowledge ( or a willingness to do so)

· Strong (intercultural) communications skills and excellent report writing skills

· Excellent project -financial management skills

· Strong decision making skills and leadership skills

· Excellent command of English
