1. Introduction
The Netherlands Red Cross is looking for a graphic designer to ensure the layout of a baseline report for the ECHO PPP project in Uganda looks good and is easy to read.
2. Context and background
Uganda Red Cross Society (URCS) and Netherlands Red Cross Society (NLRCS) implemented a baseline activity for the Pilot Programmatic Partnership Project in Kapchorwa and Kween districts with priority for high risk and vulnerable sub-counties prone to epidemics and pandemics. The longer-term ambition is that Uganda has a well-functioning multi-hazard preparedness and response system from the national to the district and village level ensuring and strengthening, linkages between Early warning/Early action (EW/EA) resulting in timely and effective preparedness, anticipatory action (forecast-based: before, and as an immediate response to hazard impact) and response. In addition, the URCS branch and headquarters are targeted for institutional capacity.
A baseline survey was conducted to determine the knowledge, attitude, and practices of communities (village level) on epidemics including Ebola, Cholera, Yellow fever COVID-19 as well as hygiene. The findings will guide further implementation of activities aligned to the indicator performance addressing the pillar of Epidemic and pandemic preparedness and response.
3. Purpose and Objectives
- Ensure they layout of the final baseline/ KAP assessment report (30-35 pages) looks good and is easy to read (PDF format)
- Include 8-14 graphics (bar charts, icons, graphs), as well as other visuals such as pictures, logos, quotes, etc.
4. Deliverables
- Consultations with NLRC team, including 2 rounds of feedback by NLRC/URCS staff on draft report and adaptations by the consultant.
- PDF report of 30 pages that looks easy to read
5. Profile of the desired Service Provider/Company
a) Experience: minimal 5 years of experience as a graphic designer or related field, with a strong portfolio (the consultant is encouraged to share pervious work examples as part of the application).
b) English language skills required
c) Good communication skills to coordinate with the NLRC/ URCS team, able to give and receive constructive feedback
d) Effective time management skills and ability to meet (tight) deadlines.
6. Planning
The entire exercise should be conducted in a maximum of 6 days, including 2 revisions/ feedback from NLRC/URCS staff. The final report is expected to be shared with the graphic designer on July 25th, COB.
7. Responsibilities and lines of communication
From NLRC side, PMEAL advisor and author of the final report will be the focal point for the graphic designer. She will be responsible for circulating the draft report version and collecting feedback.
8. Technical Evaluation Criteria
- Proposed methodology and approach
- Evaluation criteria focusing on the practical approach of bid
- Evaluation criteria focusing on the theoretical methodology of bid.
- Suitability & credibility of the approach to answering the key evaluation questions.
- Capacity of proposal to meet all deliverables and objectives set out in ToR.
- Proposal shows understanding of the way NLRC and the RCRC Movement operate.
 
- Experience of company/service provider
- Service Provider has proven experience carrying out similar assignments.
- Quality of previous work examples.
- Team Leader has relevant degree and at least 5 years’ experience within the required field.
 
- 3 Writing and presentation
- Concise, well written proposal in language matching ToR.
- Layout and presentation of proposal.
