Rationale
In the Philippines, the Netherlands Red Cross (NLRC) will be implementing an integrated project with the Philippines Red Cross (PRC) focusing on enhancing personal and economic development of youth in armed conflict situations in the province of Surigao del Norte. This project is funded through the 3FM Serious Request campaign and incorporates aspects of livelihood, education and skills training, mental health, and integrated risk management (IRM). The latter is a resilience approach by the NLRC incorporating DRR, CCA and EMR, and links with another project implemented in the Philippines: Partners for Resilience 2020. The 3FM Youth in Conflict project provides input to the PfR2020 project to feed the lobby and advocacy activities in the latter.
Summary statement and responsibilities
Coordination of all aspects related to the ‘Youth in Conflict’ project, supporting the links with the Partners for Resilience project where necessary. Responsibilities include but are not limited to the following activities:
Project Management
· Support planning, implementation, monitoring and evaluation of the 3FM project
· Support and coordinate PRC project staff
· Compile overall donor reports for the 3FM project, including visibility
· Provide input for new project proposals where relevant
· Initiate and search for new funding streams for similar projects
· Liaise with and get approval of NLRC HQ staff, such as on project agreements, contracts, donor regulations, communication, financial regulations and technical support.
· Establish and or review processes related to project implementation including but not limited to; preparation and approval of activity plans, reporting procedure, financial management and processes, monitoring and communications.
· Guide PRC in improving livelihood and youth programmes, advocating the community resilience approach as developed by NLRC and IFRC.
· Establish and maintain linkages with PRC, ICRC and other movement partners related to project implementation.
· Liaise with different PNS’s working on similar projects or similar areas to ensure synergies and establish connections where relevant.
· Liaise with PRC to promote minimum standards in implementation, common methodologies and IEC materials amongst others.
· Establish and maintain linkages with other relevant stakeholders, including Local Government and the academia, and ensure local knowledge and appropriateness of project activities.
· In times of emergencies and disasters in project areas supported by NLRC, ensure timely reporting on impacts of project implementation as well as that support to PRC, if needed, is extended.
· Works according NLRC’s Standard Project Approach (SPA)
HR
· Assist in the recruitment of project staff
· Provide inputs in the performance review of project staff specifically PRC National Project Coordinator and Chapter Project Coordinator. Provide inputs in the performance review of other NLRC Field staff.
· Review Job Description of project staff as necessary and provide recommendation as to staff retention and capacity building.
FINANCE
· Is budget holder for the 3FM project and responsible for compiling budgets and submitting financial reports, budget revisions and amendments, with formal approval from NLRC HQ
· Monitor closely budget spending of PRC related to all programmes and work with NLRC Finance Adviser to identify needs and or requirements related to financial management.
· Checks and signs all expenditure vouchers for the 3FM project, to see whether all are in line with approved budget and activity plan, timely reported and according to donor procedures. This includes a thorough verification of supporting documents and procedures followed.
· Ensures that financial reports from PRC (Chapters and NHQ) are properly translated into NLRC reporting format (“4 column”) and meet donor criteria and are submitted in a timely manner.
· Ensures that programme financial reports are in NLRC format, meet donor criteria and are submitted to NLRC HQ in a timely manner.
Requirements/Qualifications
· At least 7 years’ working experience for a humanitarian aid organization in an international context in a similar capacity
· At least 5 years’ working experience of community based programs
· Strong project management skills, incl. Project Cycle Management including proven budget planning and expenditures monitoring as well as reporting skill
· Ability and proven experience in transferring knowledge and skills through formal and informal training/capacity building of staff
· Technical knowledge of livelihoods, youth development is a condition, knowledge of disaster risk reduction, climate change adaptation and environmental management is preferred
· Working experience in interdisciplinary programmes
· Experience working for the Red Cross/Red Crescent is preferred
· Experience working in conflict affected areas is preferred
· A Master’s Degree in Social Sciences, Development Studies or a related subject is preferred
