The International Assistance department is responsible for all Netherlands Red Cross international support for victims of disasters and conflicts and for vulnerable people exposed to hazards.

To strengthen the Juba, South Sudan team, the department is looking for a Project Manager Sexual and Gender Based Violence (SGBV).

Position title: Project Manager Sexual and Gender Based Violence (SGBV)

Purpose of the position

In South Sudan the prevalence and impact of Sexual and Gender Based Violence (SGBV) is widespread. This has an effect on the health and resilience of some of the most vulnerable members of the South Sudan community. An urgent response was needed from NLRC, with the internal conflict in South Sudan adding to community need. In collaboration with Red Cross Movement partners and other actors NLRC has been supporting SSRC with a 5-year intervention to strengthen community and existing public health structures for prevention, care and support of SGBV. The Project Manager is responsible for the successful implementation of the project in cooperation with SSRC.

Background

South Sudan has considerable challenges regarding security, lack of access to basic services such as health care service delivery and stagnating development, which are exacerbated by internal conflict. We work in partnership with the South Sudan Red Cross Society (SSRC) and in synergy with other actors, particularly the Red Cross movement. Through our work we seek to assist those in need, while providing support in effectively preparing and responding to emergencies. Particular areas of intervention are community health including sexual and reproductive health, WASH, disaster preparedness, community disaster reduction activities and responding to sudden and chronic crises, particularly in Central Equatoria State in Juba, Terakeka State and Yei State in Tore Payam.

In South Sudan, NLRC focuses on strengthening the capacities of SSRC volunteers and staff. Building on our experience with the SSRC (previously a branch of the Sudanese Red Crescent Society), the NLRC commenced a long term partnership with the SSRC to achieve maximum effectiveness in reaching those most vulnerable in South Sudan, aiming to strengthen their resilience.

Position in the organization

The Project Manager SGBV will report to the NLRC Country Representative in South Sudan. The Project Manager will liaise with others within the NLRC, including head office in The Hague, on technical matters for support and guidance in particular the PMER advisors, technical advisors and SGBV program manager.

Summary statement and responsibilities

• Ensure that the goals and objectives of the SGBV project are met in a timely and effective manner;

• Provide project and technical lead in planning and implementation of SGBV project activities, including budget management (as NLRC budget-holder), adequate and timely quality narrative and financial reporting according to NLRC standards, and undertaking midterm and end of project evaluations;

• Contribute to the continuous adaption of the SGBV project proposal due to emerging need, development and revision of quarterly adjusted action plans and budgets, and development of concept notes for innovative project outputs and make them measurable together with PMER;

• Provide appropriate mentorship, capacity building and technical support to SSRC counterparts and volunteers including in assessment and identification of needs, priorities, objectives, outputs and core components and activities related to SGBV, capacity building, livelihoods and psychological first aid/counseling;

• Proactively conduct situation and risk analysis, and prepare contingency plans given the fluid security situation in South Sudan;

• Conduct needs and capacity assessments on SGBV in target areas, in close coordination with other RC Movement partners and other actors, and monitor trends throughout the project period;

• Facilitate strengthening the quality and impact of interventions relating to both SGBV prevention as well as response programming;

• Assure that the comprehensive continuum of addressing SGBV is assured in the project, including prevention, medical service, psychosocial support, and economic support;

• Identify funding and cooperation opportunities and develop project proposals accordingly;

• Promote and contribute to coordination among RC/RC Movement partners active in this domain including the ICRC and other partners;

• Maintain a mapping of existing services to address SGBV in affected areas including identifying community capacities and structures for potential partnership;

• Undertake regular monitoring field visits and meetings with relevant actors including project partners in assessing the SGBV trends, patterns and changing needs and consequently advise on the prevention and response strategies;

• Represent NLRC in SGBV sub-cluster and other relevant coordination mechanisms.

Requirements/Qualifications

Essential

• University (Masters) Degree or advanced degree in one of the following studies: Psychology, Public Health, Social Science, as it relates to gender and SGBV, and development or related field. With good knowledge of issues relating to IDP women, gender, humanitarian and development issues and SGBV prevention and response;

• Minimum of 10 years of relevant (international) experience of which 3 years in the field and 5 years in an international capacity;

• Minimum of 5 years of previous experience managing SGBV projects with strong technical and program management skills;

• Thorough understanding of the complete project cycle management (design, initiation, planning, monitoring and reporting);

• Work experience in resource mobilization and financial management of projects supported by major donors (budget development, budget revisions, budget monitoring and timely submission fund requests and financial reports);

• Adequate hands on experience in the construction and review of multi-year log frames and measurement of outputs in the field with the partner and project stakeholders;

• Work experience in in measuring and reporting on outcome and impact indicators through innovative qualitative data gathering techniques as well as household questionnaires and other type of surveys;

• Experience in utilizing the following internationals tools: GBV Standard Operating Procedures; IASC GBV Guidelines and Handbook; GBV Coordination Handbook; Documenting and Monitoring Sexual Violence in Emergencies; and the Minimum Initial Service Package;

• Experience in capacity building of staff and volunteers, preferably within a setting of Red Cross and Red Crescent Societies;

• Experience in working with partners at national and sub-national levels;

• Fluency in written and spoken English language;

• Good health.

Desirable

• Specialized training in reproductive health, social work, psychosocial support and/or fields directly related to gender-based violence response;

• Experience within the Red Cross and Red Crescent Movement
