Position title: Sexual and Gender Based Violence (SGBV) Advisor for projects in Burundi and South Sudan
Duty station: Exact duty station will be determined in consultation with the candidate.

Purpose of the position
The advisor supports NLRC, BRC and SSRC in implementing high quality SGBV projects in Burundi and South Sudan. The advisor is principal advisor for the integrated community health SGBV prevention and response projects in Burundi and South Sudan. The SGBV projects need to be closely linked to comprehensive care and support services. Assuring an integrated approach and safe guarding of close linkages to services related to health and psychosocial support (PSS) are important; the formal health and PSS care systems as well as the work done at community level, by the national societies as well as by other partners on the ground. Ensuring the projects work according to do-no-harm approach, with dignity and respect for survivors is key. In addition, the SGBV advisor will advise and assist with identifying best approaches towards cross-cutting gender and diversity (G&D) and SGBV, where applicable, across NLRC programmes and projects. This reflects recent developments in IFRC policy development.
Background
Sexual and gender based violence in armed conflict and other situations of violence has grave and devastating consequences for survivors, their families and communities at-large; affecting individuals’ physical, psychological, social and spiritual well-being.
In 2014, the NLRC annual fundraising campaign ‘3FM Serious Request’, addressed sexual violence in conflict. Since the topic of this campaign was on conflict and emergency settings, the main beneficiary is the ICRC. In addition, the NLRC engaged funds bilaterally in Burundi and South Sudan to address SGBV. This consultancy will contribute to the further development of NLRC SGBV programmes.
Position in the organization
· The advisor will be part of the Business and Development Unit (BD&A).
· The Unit Lead of the BD&A will be the line manager. The advisor reports to the senior health advisor and works closely with the two health advisors. In addition, there will be close cooperation with the Programme Manager, as well as with the project managers in Burundi and South Sudan.
· The advisor will work closely with relevant stakeholders: Burundi Red Cross (BRC) , South Sudan Red Cross (SSRC) and ICRC/IFRC SGBV/MHPSS.
· Travel arrangements, visa application, and other practical arrangements will be (where possible) facilitated by the NLRC, at HQ level and while on mission at field level.
Summary statement and responsibilities
Specific duties will include the following:
· Advise and provide technical guidance to the project managers and implementing team of the SGBV prevention and response projects in Burundi and South Sudan within the context of a holistic approach to health and care;
· Coordinate with the health advisors to ensure the program addresses health and care needs, including psychosocial, of SGBV survivors through strengthened referral systems and improved service delivery accessible to SGBV survivors;
· In cooperation with the PME officer, other sectoral advisors and project managers maximise on the quality, effectiveness and sustainability of the projects;
· Advise on capacity development of the implementing partners;
· Seek opportunities to link to other ongoing SGBV related projects implemented by other stakeholders; review best practices and scale up, where possible and appropriate within the context of our sister National Societies;
· Look at options for mainstreaming and including SGBV or SRHR components in other projects;
· Ensure that SGBV (within health & care and gender) interventions are implemented according to the strategy and quality standards of the NLRC, as well as the IFRC policy framework and other relevant international standards;
· Attend RC / RC Movement and other expert SGBV and G&D meetings and ensure feedback and follow-up activities;
· Travel to the projects in Burundi and South Sudan to provide in country support.
To perform the above mentioned tasks, the advisor will:
· Conduct regular missions to Burundi and South Sudan on a needs base;
· Work in close coordination with the NLRC HQ senior health advisor and public health advisor, and in collaboration with the programme manager and country desks;
· Participate in technical expert meetings.
Requirements/Qualifications
· University (Masters) Degree or in one of the following studies: Psychology, Public Health, or Social Science, as it relates to gender and SGBV, and development;
· A minimum of 8 years relevant and demonstrated international experience in implementing as well as advising and supporting SGBV programmes;
· Experience working with projects targeting SGBV as well as integrated community-based approaches;
· Experience with participatory assessment, programme planning and evaluation techniques;
· Experience with working in a conflict prone context.
Key competencies
· Excellent computer, writing and communication skills, including fluency in written and spoken English and French;
· Ability to write concise, yet comprehensive reports;
· Strong inter-personal and advisory skills, including the demonstrated ability to guide and influence colleagues and others face to face and from a distance;
· Ability to work effectively in intercultural settings;
· Extensive knowledge of SGBV in a conflict setting;
· Knowledge of participatory and community based planning and review tools and techniques;
· Knowledge of the African context;
· Understanding of and commitment to NLRC mission, values and programming approaches;
· Willingness/ability to travel up to 50% of the time to the partner countries, occasionally to remote and insecure locations.
