The International Assistance department has opened a vacancy for a Health Delegate to coordinate the 3FM-funded project to reduce the prevalence of pneumonia in Mali.

Purpose of the position
Coordinate the 3FM-funded project to prevent and treat pneumonia in Mali.
Background
The Netherlands Red Cross (NLRC) has been working in Mali since 2015 and is in the process of strengthening the current partnership with the Mali Red Cross (MRC) into a long-term partnership. The aim of this partnership is to contribute to effective and sustainable programme service delivery by the MRC through its branches to communities and beneficiaries which will ultimately lead to strengthened community resilience. In Mali, NLRC supports a response preparedness programme and two community resilience programmes.
The NLRC 2016 annual fundraising campaign called ‘3FM Serious Request, Silent Disaster’, is seeking attention for the prevalence of pneumonia for children under five in Africa. NLRC will support bilateral programmes aiming to prevent and treat pneumonia in Ethiopia and Sudan. NLRC decided to engage additional funds bilaterally in Mali and Ivory Coast, under the condition that sufficient additional funding will be raised.
The project will be implemented within the approach of integrated programming, taking into account the existing portfolio and future plans for 2017 and following years. The area of intervention will be in the region of Kayes. In general, this region can be considered secure.
Position in the organization
The Health Delegate reports to the Country Representative in Mali . He/she will liaise closely with the project officer and finance officer covering Mali at NLRC HQ. He/She will seek technical backstopping from the advisors at HQ The Hague.
Summary statement and responsibilities
The Health Delegate will be responsible for supporting the MRC with the implementation and monitoring of the pneumonia prevention project. Responsibilities include but are not limited to the following activities:
Project Management
· Support planning, implementation, monitoring and evaluation of the 3FM project.
· Support MRC project staff in their responsibilities towards the project implementation.
· Compile overall donor reports for the 3FM project, including visibility.
· Provide input for other health-related project proposals, where relevant.
· Establish and or review processes related to project implementation including but not limited to; preparation and approval of activity plans, reporting procedure, financial management and processes, monitoring and communications.
· Guide MRC in improving health programmes, advocating the community resilience approach as developed by NLRC and IFRC.
· Establish and maintain linkages with MRC, ICRC and other movement partners related to project implementation.
· Liaise with different PNS’s working on similar projects or similar areas to ensure synergies and establish connections where relevant.
· Establish and maintain linkages with other relevant stakeholders, including Local Government and the academia, and ensure local knowledge and appropriateness of project activities.
· In times of emergencies and disasters in project areas supported by NLRC, ensure timely reporting on impacts of project implementation and make recommendations concerning extension of support, if needed.
· Liaise with and get approval of NLRC HQ staff, such as on project agreements, contracts, donor regulations, communication, financial regulations and technical support according to NLRC’s Standard Project Approach (SPA).
HR
· Assist in the recruitment of project staff.
· Upon request, provide inputs in the performance review of project staff.
· Review Job Description of project staff as necessary and provide recommendation as to staff retention and capacity building.
Finance
· Be the budget holder for the 3FM project and be responsible for compiling budgets and submitting financial reports, budget revisions and amendments, with formal approval from NLRC HQ.
· Monitor closely budget spending of MRC related to all programmes and work with NLRC Finance Adviser to identify needs and or requirements related to financial management.
· Check and sign all expenditure vouchers for the 3FM project, to see whether all are in line with approved budget and activity plan, timely reported and according to donor procedures. This includes a thorough verification of supporting documents and procedures followed.
· Ensure financial reports from MRC (Chapters and NHQ) are properly translated into NLRC reporting format (“4 column”) according to donor criteria and are submitted in a timely manner.
Requirements/Qualifications
· University degree in a relevant field, preferably social sciences, public health and/or other related field;
· At least 5 years’ international working experience for a humanitarian aid organization in a developing country in a similar capacity;
· At least 5 years’ working experience of public health programs, preferably with a focus on pneumonia, as well as integrated community-based approaches;
· Strong project management skills, including Project Cycle Management and proven budget planning and expenditures monitoring as well as reporting skills;
· Ability and proven experience in transferring knowledge and skills through formal and informal training/capacity building of staff;
· Experience working for the Red Cross/Red Crescent is preferred;
· Experience working in conflict affected areas is preferred;
· Experience working in the Sahel region is preferred;
· Fluency in written and spoken French and English.
