Purpose
In 2019, the UN SG's Independent Accountability Panel for Every Woman, Every Child, Every Adolescent (IAP) (https://iapewec.org) will issue its fourth annual report focused on accountability for women’s, children’s and adolescents’ health in humanitarian settings. This report builds on an Inaugural Report in 2016, its 2017 report on accountability for adolescents, and most recently, the 2018 report on private sector accountability. In this regard, the IAP is seeking a senior level expert to undertake a key role in research, data gathering and evidence-based analysis for the preparation of the 2019 IAP Report. The report’s scope is focused on conflict-affected settings (and excludes environmental crises). Throughout, the IAP emphasizes issues of equity, access and quality standards. It also addresses underlying social determinants of health, such as poverty and gender-based discrimination and violence, among other factors impacting on the rights to health and wellbeing of women, children and adolescents worldwide.
The main tasks and responsibilities under this consultancy are to:
· Provide lead technical, research, data analysis and information-gathering for the report's preparation, summarizing key findings;
· Undertake outreach, consult and liaise with relevant specialists in this field, with a focus on women’s, children’s and adolescents’ health and in line with the Global Strategy 2016-2030 objectives, components and indicators;
· utilize the above scan and findings to prepare a written brief on priority and emerging issues, and options on angles the IAP should consider for its next report, for discussion at the IAP’s December 2018 meeting;
· Continue research in line with IAP decisions following the December meeting.
Background
The Global Strategy for Women’s, Children’s and Adolescent’s Health 2016-2030 (Global Strategy) envisages bringing global accountability for implementation under a unified framework. One part of this framework is the IAP, which has a mandate since 2015 from the UN Secretary-General to report independently and annually on progress and to use its expertise to ensure the Global Strategy is being implemented effectively. The IAP’s niche within the Global Strategy’s overall architecture and monitoring efforts is its role in identifying gaps and concrete recommendations for action to strengthen accountabilities by a range of stakeholders.
Planned timeline and duration
This consultancy is expected for an initial period of 3 months commencing in mid-November 2018, as a full-time/up to full-time commitment, with a possible longer extension in 2019.
Main deliverables, include:
· Provide the outputs of research undertaken and mapping of key emerging issues and trends, literature and sources, areas, partnerships, actors and contacts, as specifically relevant for the 2019 IAP Report on accountability for women’s, children’s and adolescents’ health in humanitarian settings.
· Identify critical data and evidence gaps–from the specific lens of accountability--and undertake outreach at global, regional and/or country levels to capture, analyse and synthetize research, evaluations, emerging good practices or challenges as regards the status and assessment of accountability in humanitarian settings for implementing the Global Strategy. For example, among the critical lines of concern of the IAP, is assessing the state of accountability for delivery of essential, integrated sexual, reproductive, maternal, newborn, child and adolescent health services (SRMNCAH).
· Lead on data capturing, analysis and validation with technical sources, UN, academic institutions and other relevant institutions/bodies. Review, analyse and summarise findings and recommendations of other reports as relevant to the IAP report.
Requirements
· At least 10 years of solid experience, technical specialization and proven experience working on issues of humanitarian settings and women’s, children’s and adolescents’ health (specifically, SRMNCAH issues) as relevant to Global Strategy accountabilities at global, regional and national levels. This includes knowledge of policy contexts and programming realities from global to country levels of humanitarian responses.
· Proven record and experience providing leading research support, with high standards of rigour and technical quality assurances.
· Excellent writing skills in English, and proven analytical skills and ability to synthesize findings from diverse materials and sources.
