The International Assistance department is responsible for all Netherlands Red Cross (NLRC) international support for victims of disasters and conflicts and for vulnerable people exposed to hazards.

The International Assistance department has opened a vacancy for a Protection Delegate:

Position title: Protection Delegate Aruba

Duty station: Aruba (Dutch Caribbean)

Time period: 12 months

Purpose of the position

The Protection Delegate will support the Aruba Red Cross (ARC) to enhance the impact, reach and efficiency of response operations through the integration and coordination of PGI activities and approaches. This includes Protection (migration and RFL), Gender and Inclusion mainstreaming, advocacy, programme design, staff support and training, and strengthening community relationships. The delegate will coordinate with IFRC and ICRC plus Movement partners where relevant in light of the IFRC ‘Emergency Appeal, Americas: Population Movement’.

Background

The Netherlands Red Cross (NLRC) has branches on 6 Caribbean islands (Aruba, Bonaire, Curacao, Sint Maarten, Saba, Sint Eustatius). These branches are part of the NLRC and focus on direct emergency aid after disasters and the provision of assistance to vulnerable groups on the island. In Aruba, a country within the Kingdom of the Netherlands, an estimated 10-15,000 migrants have arrived since 2017 due to the regional population movement in the Americas. According to estimations of the Red Cross and UNHCR, a large percentage of this group is in a vulnerable position. Due to minimum protection policies and restrictions on the possibility to apply for asylum, many migrants do not have access to basic services on Aruba. Among the own population on Aruba there are also many vulnerable families that suffer from serious poverty. Recently NLRC carried out a migration needs assessment and was granted funding by an external donor to implement a project on Aruba to address immediate basic needs of migrants and vulnerable Arubans.

Position in the organization

The Protection delegate reports hierarchically to the Partnership and Portfolio Coordinator of the NLRC Caribbean desk. For daily operations and strategy, the delegate reports to the Director of Red Cross Aruba. The position requires close linking with local branch volunteers and staff, with relevant regional partners (like IFRC and ICRC), with the Migration/RFL Advisor at NLRC HQ and the NLRC Response Preparedness delegate based in the region.

Summary statement and key responsibilities

  • Coordinate Protection activities of ARC, under ARC and NLRC supervision.
  • Strengthen the capacity of ARC staff and its volunteers (+-100) to carry out protection activities, and work on gender-specific and inclusive strategies to support vulnerable migrants and vulnerable local families, in line with RC Movement Fundamental Principles.
  • Be responsible for the implementation of the project to address basics needs of migrants and vulnerable Arubans
  • Ensure that programming meets Movement data protection, ‘do no harm’ and best interest of the child criteria.
  • Implement the Aruba 2018 migration needs assessment results and coordinate consultations with communities in operational areas, with focus on: shelter, education, food items, hygiene kits, health, Restoring Family Links (RFL).
  • Support lobby and advocacy of the RCA for the benefit of the most vulnerable migrants, and host population.
  • Advice the operation to collect and analyse sex, age and disability disaggregated data, if possible link with the 510 data team at NLRC HQ.
  • Oversee upcoming community assessments to ensure that PGI information vital to the context and operation is collected sensitively and safely, analysed and findings are documented securely.
  • Facilitate trainings and provide capacity building to branch staff and leadership, volunteers and community.
  • Coordinate the process for referral pathways for multi-sector response to protection issues.
  • Advise on, and support the development, contextualization and use of incident management, reporting and case management systems and tools for the operations team.
  • Coordinate the regular monitoring and reporting on the changing operational context and the protection risks to ensure that prevention, mitigation and response are targeted and adapted to the changing context, risks and needs.
  • Advocate for Protection, Gender and Inclusion (PGI) issues with key stakeholders to ensure appropriate awareness of PGI issues, their ramifications and how RCRC teams are responding to PGI risks and needs.
  • Assist in the development of local RFL (Restoring Family Links) capacity in close coordination with NLRC Response Preparedness Delegate and NLRC HQ
  • Provide regular intermediate reports to HQ on project updates, including formalized quarterly reporting.
  • Adhere to the guiding principles of the Red Cross & Red Crescent Movement, Code of Conduct, Anti-Harassment policies

Requirements/Qualifications

Key qualifications

  • Academic qualification or equivalent professional training in migration, legal and human rights, social science, public health or other related field.
  • 3-5 years of experience in a protection, migration, human rights, (RFL), social inclusion related role, with minimum of 1 year fieldwork experience
  • Previous experience in an advisory role in an emergency response setting
  • Demonstrated coordination experience in an organization within the Red Cross and Red Crescent Movement, or in an international organization or NGO
  • Previous coordination or team management experience in field operations in emergency/disaster response with the Red Cross and Red Crescent
  • Demonstrated facilitations skills
  • Demonstrated experience in applying humanitarian protection/migration/gender/accessibility standards and guidelines
  • Experience in supporting staff and volunteers in resilience and self care when working in difficult protection contexts
  • Experience in developing and delivering training courses
  • Experience in programme management and reporting
  • Knowledge of the Red Cross Movement tools
  • Experience in working in political sensitive environments
  • Experience in working with volunteers
  • Strong communication and training / coaching skills
  • Strong verbal and written communication skills
  • Excellent practical computer skills (including excellent command of Excel spreadsheets, Windows, Word processing, internet and email)
  • Fluency in English and Spanish required.
  • Affinity with the Caribbean Region is required
  • Cash based program experience is preferred
