Switzerland: Consultant P1 level - Advocacy and communication for the Attacks on Health Care initiative and documenting best practices for the DARES Partnership

Objective of the WHO Programme/Department:

The mission of WHO's Health Emergencies Programme (WHE Programme) is to build the capacity of Member States to manage health emergency risks and, when national capacities are overwhelmed, to lead and coordinate the international health response to contain outbreaks and to provide effective relief and recovery to affected populations. The Health Emergency Interventions Department of the Emergency Response Division is responsible for ensuring that emergency-affected populations have access to timely and effective health services. This includes ensuring a strong emergency management system (based on incident management), effective and inclusive coordination mechanisms, joint assessments and planning by partners, implementation of operations and services according to agreed standards, and strong logistics and operational support. The expansion and strengthening of operational partnerships is a key priority.

Assignment Summary:

Under the direct supervision of the Technical Officer and Lead for the Attacks on Health Care initiative and the Project Officer managing the DARES partnership secretariat, the consultant will support WHO’s work on advocacy for the prevention and protection against attacks on health care of the population through developing communication and advocacy material, maintaining and updating attacks on health care website, and relevant reports. The consultant will also support the Fragile, Conflict Affected and Vulnerable Settings unit and gathering information and developing documentation for strategic decision-making in fragile settings including DARES (Deliver Accelerated Results Effectively and Sustainably).

To perform this assignment, the consultant will work closely with the lead, other key stakeholders within WHE programme, across relevant departments at WHO headquarters, in regional offices and in affected country offices, as well as with external partners, and global and local partners.

Duties, Responsibilities and Output expectations

The consultant will conduct the following activities.

1. Conduct advocacy and communication work for the Attacks on Health Care initiative

In collaboration with partners, carry out the following steps for conducting research:

• Maintain and update the Attacks on Health Care website with relevant materials and new/existing visuals
• Produce standardized visuals for analysis and presentation of attacks on health care data for country use
• In collaboration with the communications team, produce “Stories from the field” on relevant topics to the Attacks on Health Care initiative, for publishing on the website
• Support the supervisor in producing weekly updates on Attacks on Health Care
• Support the production of relevant reports on the Attacks on Health Care initiative
• Support the roll out of advocacy events, e.g. ECOSOC HAS side event

• Conduct and support other relevant activities as needed

• Gather information and develop documentation to support strategic decision-making for the partnerships in fragile settings. In collaboration with the FCV team and DARES secretariat:

• Gather information from joint assessments and reports to support evidence-based documentation

• Produce lessons-learned documentation

• Produce best practices documentation of DARES global efforts at country level based on evidence gathered and DARES Objectives and Guiding Principles

Qualifications and Experience:

Education:

Minimum: Advanced university degree in public health, social science or related area from an accredited institution

Work experience:

Minimum: Experience in public health messaging and communications

Demonstrable experience in developing visuals and communication products, and reports in public health and/or emergency settings, and/or in the areas of attacks on health care and health cluster coordination

Desirable: Demonstrated knowledge in website management.

Skills required for the assignment:

Minimum: Fluency in spoken and written English. Good interpersonal and communication skills. Good writing skills, proven through published articles and papers. Good knowledge of office software applications

Desirable: Proficiency in French, and/or other UN languages. Knowledge of website management
