OBJECTIVES OF THE PROGRAMME

The Department of Coordinated Resource Mobilization leads a global coordinated resource mobilization network to foster strategic, consistent and coordinated resource mobilization sufficient to support of WHO's General Programme of work and its Programme Budget. In so doing it promotes the principles of (i) alignment of funding to WHO's Programme Budget, (ii) predictability and flexibility of funding, (iii) reducing the financial vulnerability of WHO through expansion of the donor base and (iv) continued enhancement of the transparency and reporting of WHO's funding and associated outcomes.

DESCRIPTION OF DUTIES

Within the framework of the delegated authority, the incumbent is assigned all or part of the following responsibilities:

--> Write or copy-edit several types of reports, including but not limited to: quarterly, semi-annual, annual, and final reports for a large portfolio of donors.

--> Ensure timeliness, quality assurance and adherence to donor specific criteria and/or requirements. This includes gathering of information, consolidation of this, editing, as well as layout and branding of all required reports, which include donor reports, specific thematic reports and consolidated emergency reports. In reviewing the reports ensure compliance with donor conditions, quality of data, fund utilization figures generated from WHO finance system.

--> Draft content is delivered by the program teams with compilation, editing, and formatting to be done by the Reports Officer.

--> Collaborate with the teams to report on project achievements and capture learning from program implementation.

--> Provide programmatic inputs and advice resulting in high quality communications materials, and strategic and programmatic documents, including work plans.

--> Ensure timely and accurate reporting in line with donor requirements (in terms of style and content) and schedules.

--> Ensure that reports are supplemented by photographs, charts, etc. and follow WHO brand standards.

--> Work with COVID teams across the 3-levels to compile, produce and disseminate high quality mandatory reports, donor briefings, etc.

--> Maintain a coherent system for tracking donor reports due and ensure clearance of reports for timely submission to resource partners.

--> Liaise with country and regional teams to develop human interest stories for dissemination to WHO donors and resource partners.

--> Identify capacity strengthening needs in the CO for reporting; accordingly, design, prepare and implement coaching sessions to programme staff to ensure that the relevant staff have the most up-to-date information on reporting guidelines and donor requirements.

--> In collaboration with the Information/Communications teams, support implementation of the Visibility/Recognition plan to support the visibility of WHO and its donors

REQUIRED QUALIFICATIONS

Education**Essential**: First level university degree in Communications, Linguistics, Journalism, Public Administration, International Development or a related field.

Desirable: Experience writing reports for international donors, e.g. ECHO, Japan, DFID, USAID.

Experience**Essential**: At least five years of experience in donor reporting, grant writing, communications, journalism, or a related field, some of which gained in an international context. Considerable experience in writing and editing, particularly donor proposals and reports, briefing notes, talking points, and in developing messaging for advocacy purposes. Close attention to detail. Experience in developing log frames, indicators, results-based reporting frameworks etc. Considerable experience working with and/or influencing funding systems, donor organization and decision-makers. Experience in contract negotiations, grant management and administration processes.

Desirable: Experience in the UN system. Experience in relevant fields preferably working for UN Organization, INGO etc.

Skills

Knowledge of political, cultural, and economic context which WHO operates Ability to work independently and coordinate with team members located in various locations. Proven ability to synthesize and powerfully convey messages and good knowledge of development and programme issues, especially in the context of health emergencies and WHO's work. Strong demonstrated experience in drafting reports in English. Skills in designing and preparing attractive layouts will be an added advantage. Proficiency with social media, email marketing platforms, websites, and online analytic tools to disseminate content

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 60,962 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 3993 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
