Regional yellow fever immunization focal point for the Americas (Yellow Fever)
Implementation of the global Eliminate Yellow fever Epidemics (EYE) Strategy in the Americas.
1. *Purpose of the Consultancy
The purpose of the consultancy is to support implementation of the global Eliminate Yellow Fever Epidemics (EYE) strategy in Latin America and the Caribbean by collecting information on high risk countries, using this information to develop a strategic implementation roadmap (2021-26) and sharing with EYE partners to support long-term implementation of critical yellow fever prevention activities in Latin America and the Caribbean. The consultant will additionally collaborate with EYE partners and address critical information needs on countries in Latin America and the Caribbean. This work will be guided by PAHO with collaboration with the EYE Secretariat at WHO HQ.
2. *Background
WHO and partners developed a long-term global Eliminate Yellow fever Epidemics (EYE) strategy during the second half of 2016 to respond to the increasing risk of large urban yellow fever outbreaks. To ensure and guide successful implementation, 3 strategic objectives were defined together with milestones to be attained throughout a 10-year timeline (2017-2026).
A total of 40 countries (27 countries in Africa and 13 countries in Latin America and the Caribbean) are considered to be at highest risk for yellow fever. In these countries, large-scale access to yellow fever vaccines is critical to establish and maintain high levels of immunity among adult and childhood populations. All countries at risk for yellow fever in the Americas have introduced the vaccine into routine vaccination programmes, but pockets of unvaccinated populations remain to be protected.
3. *Planned timelines (subject to confirmation) Start date: 1/04/2021.
End date: 30/06/2021
Total duration: 3 months at 100 %
* with the possibility of a further 3-month extension from 01/07/2021 to 30/09/2021 depending on satisfactory completion of phase 1*
4. Requirements - Work to be performed.
The consultant is expected to complete the following activities but may in addition suggest alternative solutions with alternative stakeholders:
PHASE 1
I. Develop EYE Implementation Roadmap for the Americas (Latin America) – Initial draft Elements for consideration in the Road Map include (but are not limited to):
· Strengthening of yellow fever vaccine routine immunization (RI) coverages, including characterization of root-causes of inadequate yellow fever immunization coverage and proposition of solutions.
· Improvement of vaccination record keeping and coverage assessments.
· Characterization and closing of yellow fever immunity gaps based on analysis of yellow fever coverage at a sub-national level using existing data (and link with yellow fever risk) to assess needs for catch-up campaigns and feasibility based on global supply.
II. Support the country profile development Epidemiologist at EYE Secretariat with insight and information from high-risk countries in the Americas.
III. Advocacy for yellow fever prevention and control in the Americas
· Promote attention to yellow fever control in yellow fever high-risk countries in the Americas.
PHASE 2 [***Shall be refined further, based on outcomes of phase 1 and additional needs identified***]**
I. Finalize EYE Implementation Roadmap for the Americas (Latin America) and propose next steps for implementation**
· Present finalized roadmap to EYE global partners and American high-risk countries through a webinar.**
II. Support Proposal Development Specialist at EYE Secretariat with information on
· Potential funding partners and
· Relevant information for the development of proposals for EYE implementation in the Americas.
III. Submission of the final report of activities (to be embedded in EYE annual and donor reports).
5. *Requirements – Planning
Deliverables phase 1:
i. A Gantt chart with the priorities for the 3-month consultancy
ii. EYE Implementation Roadmap for the Americas – Initial draft
Deliverables phase 2:
i. A Gantt chart with the priorities for phase 2 of the consultancy
ii. EYE Implementation Roadmap for the Americas is endorsed by PAHO and the EYE Programme Management Group (PMG)
· The roadmap is presented to global EYE partners and American high-risk countries.
iii. Final report of activities.
6. *Characteristics of the Provider
Qualifications required:
· An advanced university-level degree (Masters level or above) in public health or a similar field.
Experience required:
· At least 7 years of working experience, some of which should have been obtained in an international context in Central or South America, in immunization programmes, yellow fever activities, public health surveillance.
· Proven combined national and international experience in areas related to health systems development, health services delivery, planning and health project management.
Skills / Technical skills and knowledge:
Essential:
- Experience with WHO, UN or UN agency or a health cluster member organization including the development of global strategies, guidelines, strategic roadmaps, and tools for health programmes.
- Field experience in Africa or Latin America.
- Good communication and presentation skills.
- Ability to work together as a team with a variety of stakeholders and meet deadlines.
Desirable:
· Strong knowledge in developing and implementing public health policies and strategies in the context of emergencies is an asset.
· Strong knowledge of immunization programmes.
· Experience in yellow fever programmes in Latin America.
Language requirements:
· Fluency in spoken and written English and Spanish
