Purpose of the Consultancy
To reinforce the Operations Support & Logistics (OSL) Supply team to cope with the increase of workload due to the current COVID-19 emergency operations by providing technical support support to the HQ OSL Supply team. Under the supervision of the OSL Supply Team Lead, the consultant will coordinate the shipping component of the OSL COVID19 response, which consist in the delivery of the 3 mains categories of items (PPE, Diagnostic, and Biomedical equipments) and the delivery of the supplies related to the Solidarity Vaccines Trial (SVT).
Work to be performed
Under the direct supervision of the Supply Chain Management Team Leader, the overall guidance of the Incident Manager, and within the delegated authority the incumbent will support the shipping activities required for managing the incident, and liaise with logistics and HR to provide supplies and equipment to the WHO response team. The incumbent will have ongoing contacts with the respective Regional Office, the Global Service Center (GSC).
The incumbent will closely work with freight forwarders to ensure the coherent application of WHO related rules, SOPs and consistent implementation of delegated authorities and responsibilities.
During deployment, the duty station may be subject to change and duties may be subject to modification, based upon the technical needs of the Programme.
The incumbent will :
- Ensure overall coordination of Emergency shipping activities, by coordinating the shipping officers and assistants of the OSL supply team.
- Liaises with GPL shipping unit, to ensure alignment of procedures, and smooth collaboration between the 2 units.
- Coordinate with Procurement, Supply Operations, and Warehouses team leader to define best possible procedures to ensure rapid delivery to country while applying best value for money principles.
- Liaise with freight forwarders, to ensure that the proper coordination mechanisms are in place, regarding planning, operations and invoicing processes.
- Participate to monthly planning exercise and priced technical and operational input.
- Ensure the shipping administration and database operations are implemented according to the procedures, rules, and guidelines.
- Follow up the evolution of national importation regulations, share the information (with coordination) and anticipate the impacts.
- Provides input to the emergency operation to maintain and improve the efficiency, effectiveness and cost-effective level of services provided by the OSL team.
- Regularly review / produce procedures with an aim to continuously provide a higher level of service.
- Performs other related duties as assigned.
Specific requirements
1. Qualifications required:
- Essential: A university degree in Supply Chain Management, logistics, engineering or commerce.
- Desirable: Dangerous goods management certification.
2. Experience required:
- Essential: At least seven years of relevant experience in shipping or logistics operations.
- Desirable: Experience in humanitarian / development agency (UN agency, Health, recognized humanitarian organizations or with an international non-governmental organization).
3. Language requirements:
- Excellent knowledge of English or French (depending on the country of assignment).
- Working knowledge of another WHO official language would be an asset.
4. Skills / Technical skills and knowledge:
- Thorough knowledge in supply operations and shipping services.
- Excellent organizational and analytical skills with the ability to coordinate activities and multitask.
- Excellent interpersonal skills with ability to negotiate with and convince officials with tact and diplomacy.
5. Other Skills (e.g. IT):
- Excellent knowledge of Microsoft Office applications.
- Good general knowledge of enterprise resource planning systems.
- Demonstrated skills in databases management and use for monitoring of procurement, inventory, and forecast needs.
