The Netherlands Red Cross (NLRC) seeks to prevent and alleviate human suffering and to improve the situation of vulnerable people. The NLRC helps, protects and takes care of people that are victims of war, conflict and disaster, and those who need assistance because of other circumstances. Within our international work, improving rural and (peri-)urban vulnerable people’s health and dignity constitutes a significant part of our work.

In the Netherlands with more than thirty thousand volunteers and internationally with the aid of specialists or by sending relief supplies or money.

Together we act before, during and after disasters to meet the needs and improve the lives of vulnerable people. We do this without regards to nationality, race, religious beliefs, class or political opinion.

Our seven principles guide our humanitarian work: humanity, neutrality, independence, voluntary service, unity and universality.

The International Assistance Department is looking for a Project Coordinator who will be based in Les Cayes, Haiti.

Position title: Project Coordination Delegate

Duty station: Les Cayes, Haiti

Time period: 5 months (full time) with possibility of extension

Status: non-accompanied

Rationale

As a consequence of the impact of Hurricane Matthew on early October 2016 in the Haitian Greater Southern region, NLRC started both Relief and Recovery activities under coordination of the IFRC, in cooperation with other RC Movement Partners on the ground.

Before the event, the Netherlands Red Cross (NLRC) and Haitian Red Cross Society (HRCS) were working together on Community Resilience Strengthening programming. In fact, in its new Strategy, NLRC stipulates that it wishes to build upon the concept of community resilience introduced by the IFRC’s Strategy 2020 and will further shape an approach that can be used in programming community resilience.

The emergency response programme in the South focuses on the WASH needs of the most affected populations, by rehabilitating existing water systems and hygiene promoting. Throughout the recovery phase, the resilience approach will be adopted in order to protecting, improving and diversifying livelihoods, improving access to water and enhancing local DRR capacity.

Position of the Project Coordinator

The Project Coordinator will report hierarchically to the Country Representative for Haiti that is based in Port au Prince and will work according to the Standard Project Approach (SPA) with all relevant colleagues in the NLRC HQ. The Project Coordinator can work closely with a longer term based Resiliene programme manager that is based in the Sud Est. The overall responsibility of the Project Coordinator is to implement one relief and recovery project that is focused around WASH and is organized from Les Cayes, Sud Haiti. The team of NLRC works closlely with other Movement partners .

Summary statement and responsibilities

Overall tasks and responsibilities

· Responsible for overall project implementation. Budget holder for the whole project. The budget holder is responsible to ensure that expenditure charged to their cost centre or project is appropriately allocated and correctly stated. Authorization of such expenditure will be exercised by a combination of transaction approval, monitoring actual expenditure requisition against the approved budget line, clarifying funds available and making sure donor earmarking requirements are met.

· Follow up and ensure that project activities and results are achieved successfully and in accordance with project documents.

· Act as a hands-on teamleader, with practical and solution oriented approach.

· Develop and execute work plans with the team. Review project priorities and disseminate plans and tools on a regular basis.

· Work closely with the National Society at all levels in the field.

· Plan for and deliver capacity building as needed.

· Liaise with and encourage the NS to engage effectively with DINEPA, , UN and international humanitarian organisations, NGOs, CBOs, community groups, beneficiaries and the private WatSan sector where appropriate.

· Produce regular, timely and accurate financial and narrative reports for NLRC.

· Ensure team cohesiveness and contribute to creating a constructive working environment based on mutual respect.

· Respect and follow the key NLRC and Federation technical documents (WatSan policy, Strategy 2010, Health and Care policies, GWSI, MDGs, SPHERE, PHAST etc.,) as well as the DINEPA strategy in Haiti, and contribute where appropriate to the Global Federation WatSan/Health agenda.

· Co-ordinate activities with other Participating National Society and Bilateral Delegates.

· With NLRC programme staff and HRCS, seek opportunities to scale up initiatives, or initiate and support the development of new WASH programming wherever appropriate. Where necessary and possible, seek collaboration of (non-) Movement actors

· Where possible, understand and contribute to NLRC’s resilience building agenda. Ensure where appropriate WASH is part of cross-sectoral approach

Requirements

· Professional qualifications in management or related areas.

· At least five years’ practical experience in developing countries. It is desirable that some of this should have been in emergency relief or recovery programmes.

· Good written and spoken French is essential, combined with English is preferred.

· Good knowledge of project management including program planning and implementation and team management.

· Demonstrated experience in grant compliance and reporting, project monitoring and decision making.

· Ability to present concise reports, sometimes at short notice, reflecting the problems and possible solutions for particular situations.

· Diplomacy, tact and administrative skills in order to work with people at managerial and, on occasions, senior government levels.

· Experience in team management, a mix of expatriate and Haitian colleagues. .

· Willingness to live under basic conditions and travel at short notice, often in difficult circumstances

· Well developed interpersonal and team skills and proven ability to be flexible in demanding situations.

· Good written and spoken French is essential, combined with English is preferred.

· Field experience in WASH is an asset

· Knowledge of Red Cross/ Red Crescent principles is an asset
