The International Assistance department is responsible for all Netherlands Red Cross international support for victims of disasters and conflicts and for vulnerable people exposed to hazards.

The International Assistance department has opened a vacancy for a Youth Empowerment delegate.

Position title: Youth Empowerment delegate

Duty station: Bangui, Central African Republic

Time period: 12 months, with possibility of extension

Purpose of the position

To ensure the successful implementation and reporting of 3FM Future Generation project in CAR in close cooperation with the CRCA and its local partners.

Background

The Netherlands Red Cross (NLRC) has selected the Central African Republic Red Cross society (CRCA) as one of their partners. The partnership includes a long term commitment to support the strengthening of the CRCA and its staff as well as to address humanitarian and development needs of the most vulnerable people in the country.

Therefore, the NLRC will be implementing an integrated project with the CRCA in Bangui and zone 1 focusing on enhancing personal and economic development of youth affected by armed conflict situations. This project is funded through the 3FM Serious Request campaign and incorporates aspects of livelihood, education and skills training, mental health, and integrated risk management. The 3FM Future Generation project complements another bilateral support project on strengthening the Response Preparedness capacities of the CRCA.

Position in the organization

The NLRC will have a country representative to whom the Youth Empowerment delegate is reporting to. The delegate will be based in the CRCA headquarters and work directly with a dedicated counterpart to support the project implementation. Security remains a serious concern when working and living in the Central African Republic; hence related arrangements are made with the ICRC delegation.

Summary statement and responsibilities

Tasks and responsibilities

In general, to ensure the successful implementation and reporting of 3FM Future Generation project in CAR in close cooperation with the CRCA and its local partners.

Project management

· Support planning, implementation, monitoring and evaluation of the 3FM project in close coordination with CRCA counterpart

· Liaise with and get NLRC HQ approval, i.e. on project agreements, contracts, donor regulations, communication, financial regulations and technical support

· Support and follow processes related to project implementation, incl. preparation and approval of activity plans, reporting procedure, financial management and processes, monitoring and communications

· Guide CRCA in improving livelihood and youth programs, advocating the community resilience approach as developed by NLRC and IFRC

· Establish linkages with RC/RC Movement partners related to project implementation

· Establish and maintain linkages with relevant stakeholders, incl. NGOs and local government, to ensure local knowledge and appropriateness of project activities and to have synergies and establish connections where relevant

· Works according NLRC’s Standard Project Approach (SPA)

· Compile overall donor reports for the 3FM project, including visibility

· Provide input for new project proposals, where relevant

· Initiate and search for new funding streams for similar projects

Human Resources management

· Assist in the recruitment of project staff

· Contribute to the performance review of project staff: the national Project Coordinator (counterpart) and the finance & administrative officer.

· Support the Job Description review of project staff as necessary and provide recommendation as to staff retention and capacity building.

Financial management

· Assume responsibility as budget holder for the 3FM project, thereby compiling budgets and submitting financial reports, budget revisions and amendments, and seek with formal approval from NLRC HQ

· Monitor closely budget spending of CRCA related to all project activities, and coordinate with NLRC Finance Adviser to identify needs or requirements related to financial management

· Check and sign all expenditure vouchers for the 3FM project, to see whether all are in line with approved budget and activity plan, timely reported and according to donor procedures. This includes a thorough verification of supporting documents and procedures followed.

Ensures that project financial reports are in NLRC format, meet donor criteria and are submitted to NLRC HQ in a timely manner.

Requirements/Qualifications

For this challenging position NLRC is looking for a mature person with the following qualifications:

· A Master’s Degree in Social Sciences, Development Studies or a related subject

· Basic Delegates Training Course/IMPACT or equivalent knowledge (or a willingness to do so)

· At least 7 years’ working experience for a humanitarian aid organization in a developing country in a similar capacity

· At least 5 years’ working experience of community based programs

Key competencies

· Strong project management skills, incl. Project Cycle Management with proven budget planning and expenditures monitoring as well as reporting skill

· Ability and proven experience in facilitating knowledge and skills transfer through formal and informal training/capacity building of youth

· Excellent technical knowledge of livelihoods, youth and development

· Sound knowledge of disaster risk reduction, participatory planning, social engagement

· Working experience in interdisciplinary programs

· Mature personality with strong (intercultural) communications skills

· Organisational sensitivity

· Excellent of command of French and good command of English

  • Experience working in conflict affected areas is preferred
