Position title: Resilience Delegate (Livelihood focus)

Purpose of the position
The immediate purpose of this position is to implement a livelihood recovery intervention in the Hurricane Matthew affected areas in Department Sud of Haiti. Simultaneously the Delegate will lead the development and implementation of a holistic resilience programme in the target areas. The short term livelihood recovery interventions are an entry point to develop a more robust and long term resilience building engagements in the vulnerable communities. This is done in close collaboration and consultation with Haitian Red Cross, other Red Cross and non-Red Cross partners and in line with NLRC’s global resilience approach, Resilience Program Framework for Haiti, HRC strategic plan and IFRC community resilience framework.
The position is expected to ensure a cross-sectoral approach, synergizing with on-going and new projects, and building on and replicating the successes realized so far. It also ensures communities and their livelihoods are always at the centre of the resilience building process. The sectoral focuses could include food security, livelihood, water and sanitation, health and ecosystem rehabilitation and management based on the felt needs of the community and the potential of the local natural and social environment.
Background
Haiti is one of the most disaster prone countries in the world. Before it could adequately recover from the devastating earthquake of 2010, it has been struck by Hurricane Mathew in October 2016. The NLRC started both Relief and Recovery activities under coordination of the IFRC, in cooperation with other RC Movement Partners in the Sud Department. NLRC strongly believes that addressing people’s immediate needs and helping them to recover is indispensable. However, unless the underlying factors that puts people in a risk situation in the first place is addressed, chance of people continue to suffer as a result of such hazards would increase in the face of climate change. That is why NLRC would like to engage in community resilience in the affected areas.
Damage to fishery equipment, trees, and agricultural losses to subsistence and cash crops have a strong influence on the short-term food security of the targeted population. Also on the longer term the improvement and protection of agricultural lands against erosion and flash floods is necessary.
This project shall be implemented in at least 6 communes in Sud Department. In the first face the project will focus on:
Support farmers with agricultural inputs.
Enhancing livelihoods with longer term cash crops
Planting (or replanting) trees for cash crops, as well as to contribute to prevent erosion and improve the condition of the soil.
Whilst fitting within an overall resilience framework, these activities will be complemented, based on community needs and learning from other NLRC-supported project areas into a resilience intervention.
Position in the organisation
The Delegate is part of the project team that is based in Les Cayes, Sud, Haiti. He/she will report to the Project Coordinator who is also based in Les Cayes, Haiti. The team of NLRC works closely with other Red Cross Movement partners, local authorities and INGOs in the target areas.
Summary statement and responsibilities
· Ensure response and recovery interventions are well planned and executed to the expected standards and used as an entry point for robust and long-term resilience building engagement
· Lead resilience projects/program development in close consultation and collaboration with HRC, other Red Cross partners and non Red Cross partners.
· As the foremen work together with the team in the implementation of all activities as laid out in the plan of action.
· Ensure synergies among different projects to ensure cross-sectoral complementarity towards holistic resilience building
· Building on and replicate the already realized positive achievements
· Provide adequate and quality technical support to HRC relevant staffs
· Act as a resilience/livelihood focal person for NLRC in Haiti
· Manage the effective and proper use of assets, financial resources and facilities according to standard procedures in order to comply with auditing requirements.
· Assure full compliance of operations with principles, rules, regulations and policies, operational strategies and relevant reference documents and policies (do no harm, resilience approaches and frameworks).
· Manage a beneficiary registration system for delivery and monitoring of livelihoods support to identified target groups.
· Ensure constant monitoring and analysis of the operating environment, timely readjustment of the operations, advice on legal considerations and risk assessment.
· Support monitoring, and after action reviews/rapid impact evaluations of livelihood and DRR/CCA projects undertaken in order to identify lessons learned – and with a view to potential scale up.
· Support and coordinate livelihood staff to deepen data collection and analysis for assessing livelihoods support opportunities in identified areas – both from affected communities, and in terms of market and labour market analysis
· Identification, documentation and sharing of success stories/evidences and lessons for program improvement and scaling up
· Any other tasks that may be required (within reason) to achieve the objective of this assignment
Requirements/Qualifications
· MA level qualification or equivalent in agriculture, ecosystem development other related fields. A degree in relevant discipline with a related field experience of more than two years would also be considered.
· Experience in resilient livelihood, agriculture, forestry (to prevent erosion combined with offering sustainable cash crops), CCA, conservation agriculture, food security, ecosystem restoration and management, land use planning, cross-sectoral programmes, project cycle management, coordination and partnership is preferred
· Good skills in report writing, documentation, and communication.
· Minimum of 3 years experience in planning and implementation, and capacity building in the indicated interest areas in developing countries
· Experience of developing systems to monitor the appropriateness, effectiveness and impact of the livelihood and resilience interventions.
· Ability to work in French and English required,
· Experience of working with local governments and within an NGO context
· Experience of working in a multicultural team
· Red Cross experience is a plus
